Well, who’d a thunk it! The first thing the advo- eatefi of the dispensary know they won't have a leg to stand on. • • • Of course Cherokee is coming in for her share of condemnation because ot the latest outrage in this county, aad justly so, we suppose. It’s a pity that all the good people in a communi ty should have to bear the odium in cident to an outrage committed by the lowest type of humanity in that community. • * A We trust the present session of the legislature will be the most profitable in *ur history. Surely it has much to «io and if it don’t do something we see no reason why it should ever meet agarfn; no'withstanding the people have decided that they can put up w bi ennial sessions instead of an nual sessions. • • • The evidence is that the water lowers of the Broad are to be develop ed and made to pay tribute to man kind. The wonder to us is that they have been allowed to remain dormant so long. The future for Gaffney Is brighter than that of any other town in this glorious Piedmont. Get in on the ground floor by putting money in to Cherokee dirt while it is at a price that seems reasonable. Three years from now it will be worth twice as much as it is today. A Revolting Crime. (Columbia State.) It will be a burning disgrace to Cherokee if the crime committed by Pryor Scruggs in that county on Mon day is not punished by the law. A young negro woman. Lois Glover, Is traveling alone along a road. She is met. by this young white man, who follows her. He accosts her and meets with a repulse. Then he at tempts a criminal assault unon the '•oman. In her desperation, she draws a nlstol and snaps it at the young white brute, who raises a rifle, ( with which he Is armed, and shoots his victim through the right breas', j leaving her in the road. She is re-1 ported to he in “a critical condition.” | Could anything he more brutal, ; more revolting? We blush lor our j white race. Yet it is said that in de , fense of the white man’s crime it will he shown that the negro woman “snapped” her pistol at him. Well, v.hat. of it? Why did she snap the; pistol st him? Has a woman, wheth-, er she be white or black, whether she j he a “pistol toter" or not. no right to defend herself against these lustful i brutes that disgrace the name of man? \ What other course was open to the, woman? She had every right to use ■ her pistol. The pity was that it ; snapped. It is not necessary to point to the ; disgraceful, the revolting character of i \ this crime. But, aside from this, it' has a deeper significance. The crime of young Scruggs is peculiarly seri ous. It involves considerations far broader and deener than the simple act itself denotes. It is of signifi cance as touching the relation of the two races, the black and tho white. It is significant, too. in its relation to the administration of justice fori which the white citizens are respon-1 sible. Shall a woman not he pro- j tected, whatever her color? The jury that, sits upon the case of Pryor | Scruggs when he is brought to trial , must answer this and the other ques- ! tions that are involved in this seri- 1 mis case. The Gaffney Ledger, which is prac tical if not prosaical, insists that the condition of Cherokee county is vast ly improved since the dispensary was voted out. This institution has been organized about one yea) and, as stated iu its advertisement in another column, has already become a factor in tho upbuilding of Gaffney. It is an ideal institution for the wage earner. There are very few people, however small their wages, hut who could deposit 25c, '50c, Toe or $1.00 a week in this money-making and money-saving institution each week and al the maturing of a series would have one hundred or more dollars and never know how they saved it. Wo know of one young man who has put in $1.25 a week since the organi- ration,_and who now has about $75 to his credit that he would otherwise have squandered. A building and loan proprely conducted is one of the most important institutions any town can have. Take some stock In the new series, and we do not believe you will ever regret it. Be it ordained by the Mayor and Aider- men of Gaffney, in council assembled, and by authority of the same, that a tax to cover the expenses of the town from the first Tuesday in March, 1906, to the first Tuesday in March, 1907, he levied and collected in manner and form follow ing: Section 1. There shall be paid on each dollar of the as-essed value ol real estate and jiersoual property, the sum of eight mills for general purposes, and the sum of two mills for the payment of interest on town hall, electric light and water works bonds, making a total of ten mills Section 2. That each and every male person between the ages of 18 and 50, ex cept such persons as are exempted by the State law, shall pay on or before the first Tuesday in March. 1906, the sum of two dollars for road and street exemp tion; and any person liable to the said tax, who shall fail to pay the same within the time specified, shall be required to work the streets of the said town six days under the direction of the street overseer; and any person liable for said tax and fails to perform such labor, shall be, upon conviction thereof, fined in a sum not greater than ten dollars, or impris oned not more than twenty days. ITINERANT TRADERS AND AUCTIONEERS. Section 3. That not exceeding twenty- hve dollars, within the discretion of the Mayor, shall be paid per day by every itinerant trader or auctioneer offering for sale within the corporate limits of the town of Gaffney, at auction or otherwise, any goods, wares or merchandise to others than the trade, to be paid each day in advance, and every itinerant trader or auctioneer liable to said tax who shall fail to pay the same as herein provided, shall be fined not more than $40.00 or be imprisoned not more than thirty days for each and every day or fraction thereof he shall so offend; pro vided. this section shall not be held to apply to dealers in grains, fruits, poultry, earthenware or manufactures of like character raised or produced on the vend er’s own farm. SPECIAL TAXES.
