Revolutionists Reported To Be Keepnis

St. Petersburg, Jan. 10.—Premie.
AVitie today -made au interesting sta.o.
meat 10 a delegation headed by tat
mayor of this city which requested a
relaxation of the orders of the prefect
oi police against meetings in the iiuer
est of ihe electoral campaign. The
premier could net promise to do any
thing until after Jan. 22. While
personally he did noi sympathize with
the harsh measures of Interior Min-
i u r Dtirnovo, he regarded them as es
sential. The premier could noi as
sumo the responsibility for a course
which, if it resulted in bloodshed
would make him a scapegoat. He
spoke bitterly of the failure of the mod
crates to give the government support
saying tha: on their shoulders largelj
rests the burden of compelling the
! government to resort to repression. He
ad den:
"Tiio emperor in the manifesto o!
Oci. 20 at om- stroke granted the peo

ever before given, but you know the ar
tittide which Russian society assurn
eol. The government’s appeals i'ot
confidence were rejected and every lib
erty granted was abused by the revo
lutionists. The permission to hoi:
meetings was translated into the ex

to plot against the life of the govern

country. I have always been opposed
to repression but the attitude of the
moderates compelled me to adopt
harsh methods. I am determine.I tc

While the emperor wanted the na

possible, Premier Witte said that thovt

Speaking of the innumerable diffi

fronted, the premier openly stated that
many of the provincial authorities con
tinned to act independently, as in Mos
cow, where, before the revolt, neithet
the governor general, the governor not
the prefect of polic informed him oi
the conditions prevailing there. Ht
said the Moscow disturbances was
more sertously than people generalh
•believed.
Recounting a remarkable incideu
that heretofore had escaped notice, tin
premier said:
“At one time all the stations except
the Nicholas deport were in the hand
of the revolutionists. The later ir
desperation started a train hauling twi
cars loaded with dynamite at full speck
for the stilt ion, with the intention oi
blowing it up. A frightful disastei
was averted by a time warning of thi
plot, whidi i nablctl the authorities t<
'have a military train with steam up
ready on a parallel track. As thi
dynamite train arrived, soldiers fron
the military train running alongside
entered the engine ad managed toe
piecor the boiler of the locomotive
slopping the Ira n before it reached
its dostination.”
In conclusion he said two laws were
be big prepared to define the counse
0! the empire relations to the national
as.o mjily. The former would be com
posed of 17b memiiers, half of them ap
pointed by the e uperor, and half elect
