paper. The Cleveland Star, will be
issued semi-weekly; but the price will

prove pleasant and profitable.

Comptroller General Jones announc-
(m that county auditors and boards of
assessors will be .required to compel
tax payers to list their property at its
true valuation in the future. This
would, no doubt, he the proper thing
to do but it would come pretty hard
on the numerous tax dodgers of the
State. Certainly It would give the
State, county and towns all the tax
money they would need. It appears
to us, however, that the tax rate is
already excessively high and this new
plan would about double the receipts,
thus giving the officials more money
to squander. What we need is more
retrenchment and reform, but of a
different variety from the last lot dish
ed out by the political cooks.

Last Monday the Supreme Court of
the United States decided that each
and every dispensary in South Caro
lina must pay license just like any
Other barroom. We -have opposed the
dispensary for several reasons, the
principal ones being that the institu
tion was harmful to our citizenship
because of its baneful influence: that
it was wrong for the commonwealth
to engage in and monopolize a busi
ness which it forbade its citizens to
pursue; that it was building up a
gigantic and monstrously coi nipt
political machine. These are the
principal reasons why we have op
posed it and this decision of the
United States Supreme Court gives
strength, to our view, because it is the
highest and most exalted authority
in this country.
