too and for nothing else.
The days of Jeffersonian simplicity
have, given away to those of paternal
ism and centralization, and neither
of these is consistent with the De
mocratic doctrine of Jefferson and
the earlier leaders of the Democratic
party. We have always been against
that, sort of thing, and hold that th*
government should be as close to the
people as possible instead of being
centralized in a number of bureaus
under autocratic control in Washing
ton. There is hardly a bureau in the |
Cnited States government today that
is free of scandals of greater or less
degree, and if another bureau, having
the power of life or death over com
munities, should lie established with
all its political opssibilities, the death
knell of popular governraennt would
he rung. This railroad wedge. Roose
velt now wants control of the g T#‘>
life insurance companies, and the
Lord knows they need control some
where, but from the fact that they
were big contributions to Mr. Roose
velt's campaign fund, it is readily to
be seen that the control would also
he used for political purposes.
Commissioner Garfield wants fedei-
al licenses for all corporations doing
an interstate business, which would
not only be all the trusts from which
the people suffer today, but it would
also bring all the manufacturers in
the country under the control of the
bureau which would naturally be con
verted into one immense political
machine. It it possible, of course,
that under such men as Washington
and Jefferson this centralization would
not be an injury to the country, biu
as Dean Rogers, of Yale, said, "There
may be a man in the White House
whose intentions may not be so good,
whose purposes not so honest.”
1 find a good deal of feeling among
Democrats generally against this at
tempt at centralization, whio justly
fear its possible effects, and who can
see beyond the fact that the country is
suffering from abuse in railroad man
agement, abuses that I tielieve might
readily be corrected under existing
laws if the authorities at Washington
cared to enforce these laws. But as
I have previously pointed out, when
ever an attempt is made to enforce
the laws to their full extent, political
pressure is brought to bear which
nullifies those efforts.
Democratic counsel retained by the
president unearthed abuse in the San
ta Fe, but when it touched the sacred
person of Secretary Morton, Presi
dent Roosevelt immediately called
them off. That autocratic decree
simply serves to show how a centra
lized bureau might and will operate
to the disadvantage of the common
people whenever corporation’s in
terests, that have been liberal in
campaign contributions, are touched
on a tender spot. If 'that state of
things exist today, what would it lie
with the extraordinary power con
ferred upon the commission, who
could on complaint declare every rail
road rate in the United States to he
unreasonable, and re-adjust every
rate to reward or punish communities
that have been either for or against
the existing autocrat of the White
House.
Seifator Morgan in his letter to th«
Alabama assembly has called atten
tion to one phase of the case, in
which he declares that the determina
tion to place this question of railroad
rate fixing in the hands of the na
tional government is an infringement
on the rights of the States that con
gress has no right to uurp. He de
nounces this surrender of the States
to congress, and asks legislative in
structions as to what position he shall
take in 1 connection with Roosevelt’s
proposed legislation. Notwithstanu-

The subject is so large, the intei
osts involved are so conflicting and
the wishes of the people of various
section of the country are so diverse,
that it is well nigh impossible to
reach immediately a satisfactory con
clusion.

contemplates in the judgment of so

radical change, both in the .principle
of taxation and in the principle of
distinct and separate powers delegat
ed by the constitution and the statute
law on the one hand to the federal
government and on the other hand
to the States. * * *
“We cannot afford in this country
the experiment of changing overnight
our present system. Our country fs
prosperous, our people are happy.
The nation has been made what it
is by the genius of its people, by its
free institutions and by the wise dis
tribution of governmental powers be
tween the federal and the State au
thorities.”
As tending to oppose the fundamen
tal principles of free and orderly con
stitutional government, we are facing
a condition that calls for exercise of
an extremely good temper, calm, judg
ment and deliberation, and a return
to the first principles of government
that have made this country great as

Pensacola, Fla., Nov. 1.—One of Lie!
most disastrous lir£s in the history of j
Pensacola occurred this morning j
when property valued at about $250,-
U0d was destroyed.
The first estimate was $150,tMJ0, but j
this morning when the fire was extiu- \
guished after a light of six hours by
the firemen, it was conservatively < s-
timated that the amount would easily
reach the first figures named.
The fire broke out at 12:45 o’clock
this morning in the principal block on j
Pa la 1 ox street between Gandner and 1
Romana streets. By 1:20 o'clock,
when the fire was at its height, there
was a loud explosion of powder and
ammunition which biew out nearly Lie
whole front of the block. In the
property burned were the largest
stores in the city, together with the
Osc-ola club quarters.
The club quarters are a total loss,
as well as a number of valuable reiics
which they contained.

The quarters of the Osceola club
were the headquarters for all naval
officers and was one of the oldest
clubs in ihe south.
Three firemen during the early part
of the fire were cut off while working
on a gallery and for a time it was
though! there was no escape for them
as a ladder, the only means of escape
was on tire, but through the heroic
efforts of their companions, they were
rescued.
The fire spread to several cottages,
owing to the strong wind blowing, but
these were soon under control wr
but few losses.

by Mayor Bliss, but it was not needed.
