The committee declares unanimously that the government bill cannot be adopted in the form in which it was presented to the riksdag, and proposes that the riksdag shall signify its will ingness to negotiate with# Norway for a dissolution of the union if the new ly elected storthing requests a repeal oi the act of union and a dissolution of the union or if such request is re ceived from Norway after the Norwe gian people by a plebiscite have de clared in favor of a dissolution of the union.
