St. Petersburg, April 5.—The pros
pects of a general upheaval o< the
city and country with the advent ol
spring increased rapidly.
Evidence accumlates that the radi
cal forces are acting in unison and
awaiting a signal which it is generally
believed will be given shortly after
the Russian easter. The terrorists
are showing great activity and reports
from all over the country proves that
workmen who, in many cases, have
been formulating petty demands which
are no sooner granted than they are
succeeded by others are acting under
instructions from the revolutionary
leaders who are only biding their time.
The employers frankly admit that it
is impossible to try to continue their
business and some of them have al
ready shut down. The people are
plainly becoming panicky and the au
thorities cannot conceal their alarm
The guard regiments which usually go
to camp in April, will be retained in
St. Petersburg, it is announced until
June ostensibly In order to allow the
camps to be cleaned in view of the
danger of cholera, which is regarded
as being so serious that the sanitary
authorities have ordered the immediate
cleaning of the streets, sewers, cess
pools and canals of the capital, and
have issued specific Instructions to
householders and especially in the
poor class districts where the people
live in cellars.
The dilatory tactics of the govern
ment elaborating the scheme for pop
ular representation provided for in
the Imperial rescript of March 3 tends
to intensify the acuteness of the com
ing crisis, as the Liberals are firmly
convinced *hrt 'V- ourpose of the
beaurea; 'ey ihe crisis is safely
passed, is to smother the whole re
forms an assembly and the date of the
opinion on this subject is apparent
from the fact that over 3(K) municipal
councils and public institutions have
already petitioned for participation in
the task of working out the project.
An intimation that It is proposed to
send a commission abroad to study the
foreign parliaments which would re
quire months has raised another out
cry.
The Novoo Vremya solemnly warns
the government that the situation is
too dangerous for such maneuvers, de
claring that unless the government
form an assembly and the date of the
election is immediately announced, if
is impossible to restore even a meas
ure of public confidence, and the gov
ernment will lose all chance of secur
ing the suport and sympathy of Liber
als who do not believe in violence,
when the disorders which are predicted
of the furure break out.
Bad Negro Kills Four B-acks.
Batesville, Ark., April 5.—John Dow
a negro, went to Sulphur Rock to see
his wife, who was at her father’s
home, and because she refused to re
turn with him, he drew a pistol and
shot her dead. Then he shot and
killed his wife’s molher and another
negress. His father-in-law secured
a shotgun and shot Dow, but not fatal
ly, the latter being able to return
the fire, killing bis father-i i-lav. Tin
sheriff and coroner have gone to tin
scene of the murders.
Cuban Patriot Is Dead.
Jacksonville, Fla., April 5.—J. Huan
died at his home in Jacksonville last
night. He was an old and respected
citizen and during ithe Cuban insurrec
tion and war with Spain was repre
sentative of Cuban junta in Jackson
villi' and fitted out many filibustering
expeditions for help of patriots. He
had but recently returned from a trip
to Cuba. After the independence of
Cuba he was offered a government
position, but refused on the ground
that he was an American citizen.

Gettysburg, Pa., April 5.—Forest

President of Carnegie Institute Talks.
New York. April 5.—At a dinner giv
en by Robert S. Woodward, the presi
dent of th<> Carnegie Institute, Wash
ington, by his former colleagues 1 of
Columbia university, Andrew Carnegie
made a brief speech in which he said:
“The charter of the Carnegie instiVif
pledges it to a broader scope of learn
ing than any other seat of learning in
the world. It# policy will be to cu
operate with all other Jnstituttons In
the cause of education.”

Vlnita, I. T., April 5.—President
Roosevelt’s special train stopped at
Parsons, Kan., at 7:30 o’clock tc
change engines and a crowd of 5,0ft
persons gathered around the private
car "Rocket,” and attracted the atten
tion of the occupants by shouts ol
"Where is he?” several negroes called
"We have been waiting since 4 o’clock
to see you.”
The president hurried bis dressing
and stepped to the rear platform
where he was cheered. The citizens ol
Parsons had sent to the car a huge
bunch of American Beauty roses
which was placed on the breakfast ta
ble. The crowd was not satifled frith
merely seeing the president, and in re
sponse to a demand for a speech, he
greeted the people briefly.
Stop in Indian Territory.
Muskogee, I. T., April 5.—President
Roosevelt paid a tribute to the people
of Indian Territory and commended
them as eligible for statehood in a
brief speech at Vinita, where a stop
of 2 minutes was made at 9:<>8 a. m
The little citj was more profusely
decorated than any place through
which the presidential train had
passed. The station was decorated
with flags and bunting and an im
mense sign suspended at the point
where the “Rocket” stopped bore thf
words: “Welcome to our president.’
Stay Granted in Execution.
Cincinnati, April 5.—Mrs. Cassie L
Chadwick was today granted a stay
of execution by the United States cir
cuit court of appeals the decision be
ing announced by presiding Justice
Lurtou when court convened. The
stay of sentence is to hold until thf
further order of the court, it appear
ing that a writ of error had been sued
out within the required 60 days and a
copy of the same had been lodged in
the clerk’s office of the lower court.
After the decision of the court had
been announced, Judge Francis J
Wing, counsel for Mrs. Chadwick, said
that he expected to be able to present
the appeal some time during the month
of May.
Will Go to Isthmus Soon.
New York, April 5.—Theodore P
Shonts, the newly appointed president
of the Panama canal commission, ar
rived here from Washington and wi
today proceed to his home in Chicago
He expects to start for the isthmus
next month. In talking of the work
to be done, he said: “One of the
rare relations that is presented in the
personnel of the commission charged
with such an important work is that
of Engineer Wallace and myself. Not
only have we been fa&t frieudt; since
we were boys, but the families—father
and mother of each—were the closest
friends. Mr. Wallace’s father was the
founder and president of Monmouth
college, from which I was graduated.”
Everything Quiet in Haiti.
Washington, April 5.—A cablegram
from Minister Powell at Port-au-Prince
was received at the state department
today which gives assurances that
everything was quiet in Haiti and that
the cruiser Brooklyn, which went to
Hay tion waters on the rumors of galh-
ering revolutions, has been ordered
away. Rumors have reached Min
ister Powell of some trouble at Monti
Cristi, in Santo Domingo, but nothing
of n definte character is known. Ref
erence to this uprising probably re
lates to the disturbance reported a few
days ago. The Brooklyn is going tc
Monti Tristi where Admiral Sigsber
will shift his flag from the Newark tc

$7,000,000 Value of Stanford Estate.
San Francisco, April 5.—The Exam
Iner says today: "It is now known
that Mrs. Jane Lathrop Stanford left
an estate valued at $7,000,000. A for
mal inventory has not yet bevn made
but the interested parties have alrcad
closely figured the present worth of
the several properties, making up th<
value of the estate and it will not fal
below the amount mentioned. Ac
cording to Mrs. Stanford’s will, $3.12'',
000 is to go for legacies and bequests

President and King to Meet.
London, April 5.—Definite arrangi
