NEWS FROM NATIONS’ CAPITALS Tokio Has Received Report from Mam churian Army—St. Petersburg Gets News From Port Arthur that Is Not at All Encouraging. Tokio, Dec. 21.—Admiral Togo who has personally made a series of obser vations of the Russian battleship Se vastopol telegraphs to the department expressing the opinion that the Sevas topol is disabled. Great weight is at tached to Togo’s personal observation and opinion instanced by the fact that when the Russian battleship Petropov- iovsk was sunk Togo was one of tho few officers of the entire Japanese fleet whose eye caught the vision ol speedy disaster. Commander Yezoe, who was killed tvhile torpedoing the Sevastopol has been given other posthumous honors. ' The following report on the Man churia headquarters was received at 11:30 o’clock last night and made pub lic today: “On Monday at 5 o’clock in the af ternoon the enemy’s artillery east ol Da mountain bombarded the neighbor hood of Sinminting. At 1 o’clock in tho morning Tuesday the enemey’S infantry attacked us south of Pieniu- hungapo and at Tasupao. By 4 o’clock in the morning he was repulsed. Si multaneously the enemy’s infantry at tacked Chiushantung Heilintung and Huangto ad made a most vigorous attack in the direction of Chinshan- lung. The lighting continued an hour when the enemy was completely re pulsed. We had no casualties.’’ Valises Containing Mrs. Chadwick's Jewelry Have Disappeared. Cleveland. O., Dec. 21.—Still another satchid, one thought by Receiver Na than Looser to contain valuables be longing to Mrs. Chadwick, was today j found to he missing. This developed in a short examina tion of Mrs. Mary Londravllle, Mrs. Chadwick’s former housekeeper, held before the Referee in Bankrutcy Bern- ingum. This examination was merely a con tinuance of the hearings the receiver 1 is conducting to locate missing Chad wick property. Other witnesses will have to be examined before the re- i ceiver will be able to put his finget upon the sup j.sed valuables, if at all. The discovery in addition to the missing trunk and grip that disap- poVed from the Holland house in New i York the day before Mrs. Chadwick i was arrested. Mrs. Londraville was ; the only witness examined today. FATAL WRECK ON SOUTHERN. Northbound Vestibule Derailed at Sum. i mit, Virginia. Charlottesville, Va., Dec. 21.—The northbound Washington and Chatta nooga limited train on the Virginia, Midland division of the Southern rail way was derailed at Somerset, Va., 21 miles north of here at 7:40 this morning, and one person was killed and six others slightly injured, The dead: The 3-year-old daughter of Mrs. Me- , Arthur, of Savannah, Ga. The injured: Frank Stuart, of Knoxville, Term.; Miss Susan E. Colgin, of Stratford, | Va.; George K. McFarlan, of Westches ter, Pa.; Mrs. A. G. Figgeat, of Fni- castle, a.; C. E. Taylor, conductor; Susan Cocke, of Charlottesville, Va. All the injured were on a special train to Charlottesville, where physi cians attended to their injuries, after which they left for Washington. St. Petersburg, Dec. 21.—While de clining to give details, the admiralty admits that the Russian advices from Port Arthur sent by General Stoessel substantially confirmed the Japanese advices of the partial wrecking of the Russian ships in the harbor and the censor has been instructed to permit the publication of the dispatches. It is claimed that several of the larger ships and a respectable number of tor pedo boat destroyers are still sea worthy, but they are not being consid ered as a factor in the coming fight between Admiral Togo’s ehlp* and thg Russian second Pacific squadron. The reports that a Japanese squad ron of 40 vessels had already sailed to meet the second Pacific squadron, 13 regarded at the admiralty here as be ing incorrect and circulated for a pur pose. New York, Dec. 21.—Overtures arl reported to have been made to a num ber of local bankers concerning tha flotation here of a part of the forthcom. Ing Russian loan. No definite steps have been taken as yet toward placing the bonds, but hankers express the be lief that a fair sized block wil find a market in this city and there may even be a public offering, as in the case of the two recent Japanese loans,' which w’ere placed half here and hail in Europe. The amount of the new Russian loan, as already announced, will lie $200,000,000, and it w-as &aid that perhaps $35,000,00 of this amount might be placed in this country. Beggar Gets Six Months !n Jail. New r Haven, Conn.. Dec. 21.—A *en fence of six months Tn jail was im posed today on Charles G. Porter, the Roxbury, Mass., man arrested on com plaint of President Hadley of Yale uni versity. There were six counts against Porter, one being begging, idleness and traveling from place to place without lawful purpose. Ten Lives Lost In Wreck. Woods Hole. Mass., Dec. 21.—Mon day’s gale off the southeastern New- England coast left throo vessels total ly wrecked and 16 damaged. It is believed that the entire crew of tho New Jersey schooner Richard S. Learning, wrecked on Long Shoal. Nan tucket Sound, has been lost. Tha crew probably numbered 10 men. AN ORDINANCE Prohibiting any person or persons from bringing into the town of Gaffney from any point within the State of South Carolina, either as agent of the purchaser or vender of any al- choholic liquors. Be It ordained by the Town Council of Gaffney, in council assembled, and by authority of same; That from and after the passage of this ordinance it shall be unlawful for any person or persons, whether acting as agent for the purchaser or vender, to carry, transport, or bring into the town of Gaffney, from any point with in the State of South Carolina, any al coholic liquors. Any person or persons violating the terms of this ordinance shall be pun ished by a fine of not more than One Hundred Dollars, or suffer imprison ment for not more than thirty days. Portsmouth, England, Dec. 21.—Ad miral Sir Erasmus Ommanney, “the father of the British navy.” died here today after a lengthy illness. He was the last survivor of the battle ol Navarino, fought in 1827, which re sulted in the destruction of the Turk ish fleet. The admiral was born in 1814 and entered the navy in 1826 . Pipe Line 2,000 Miles Long. New York, Dec. 21.—Work has be gun on the last stage of a pijfe line which will convey oil from the fields of Indian Territory to the refineries in Long Island city and Green Point. Men are now preparing pipes uder the East river. The line will be 2,000 miles long. An Outdoor Inauguration. Raleigh, N. C., Dec. 21—After a conference today between Governor Aycock and Governor-elect Glenn, It was decided that the latter’s inaugura tion should occur January 11. The ceremony wHl take place outdoor* if the weather permits. The steel bolt association has de cided to advance the price of bolts $4 per ton. The house has passed the bill recent ly passed by the senate to incorporatl the American Red Cross. A cut rate war in cut flowers has begun with the opening of a flower market in Forty-fourth street near Wfth avenue in New York city. Billy Stifty was knocked c.:t by Morgan Willis, in Denver in tha twelfth round. A left to the chin and ft right under the jaw did the business. President Roosevelt has accepted an invitation to attend the Lincoln day dinner to be given by the Republican club of New York on the 13th of nexi February. Two persons were seriously injured and many bruised, cut and shaken by a collision between surface cars at Fifty-ninth street and Second aven ue in New York Tuesday night. In one of the fiercest fights in the history of San Francisco, Jimmy Britt won the decision over Battling Nelson at Mechanics pavilion Tuesday night, after the mill had gone the full limit —20 -rounds. D. C. Matthews, the negro football and baseball player, has been selected as one «f Harvard’s senior class day officers. This is among the higliest performances in the annals of Crim son undergraduates. Mrs. Hannah Sturdivant, of Bier- gen, N. Y., was 101 years old Tuesday. Her grandfather fought in the revo lutionary war. She has excellent health and can read without glasses. Her mind is still clear. After 15 years of unavailing search James B. McDonald, of Tacoma, Wash., has found his daughter, who was kid napped when a child four years of age. At that time the family lived just out side of Plainfield, N. J. The National Ginners’ organization, which was formed at Dallas, Tex., ad journed today subjected to the call ol the president. A resolution was voted down today providing for a decreased cotton acreage next year. Arthur J. Reynolds, a well known printer, died in Bessemer, Ala., Tues day from the result of an overdose of morphine, which he is suspected of having taken with suicidal intent. His parents reside in Bessemer. Mother Ann. aged 89, is dead at Ce cilia academy in Nashville, Tenn. She was at one time mother superior ol this academy. She had been a nun for 66 years. Ann Hanlon was her name before she took the vows. The United States training ship Ctrastellation, concerning which con siderable anxiety had been felt since she left Brooklyn, arrived at Newport from New York. She went through .Sunday morning’s storm without dam age. John Harder, 16 years old, who shot and killed his father last week at Wllkesbarre. Pa., has been exonerated by the coroner’s jury. The evidence showed that the father was trying to kill the mother with a knife when the boy shot him. , The White Star line steamer Ocean ic from New York Dec. 14, for Liv erpool, which arrived at Queenstown today reports having had a very stormy passage. The vessel was only able to steam 209 miles Dec. 18 on account of a hurricane which was pre vailing.
