Washington, April 27.—President
Roosevelt today nominated Justice Je
ter C. Pritchard, of the supreme court
of the District of Columbia, to be
United States circuit court judge of
the fourth circuit in succession to the
late Judge Charles H. Simonton.
The Fourth circuit includes the
states of Maryland, North and Soul.
Carolina Virginia and W’est Virginia,
and under the law the appointee had
to be selected from one of these
states.
Justice Pritchard, who formerly was
a United States senator from North
Carolina, has served on the supreme
bench of the District of Columbus but
a snort time. He presided at the
trial of Machen, the Groff’s and Lo
renzs, who recently were convicted of
postal frauds.
AT NATIONAL CAPITAL.
Conference Reports on Bills of Minor
Character Disposed of.
Washington, April 27.—W’hen the
house met at 10 o’clock today it was
still the legislative day of yesterday,
a recess having been taken last night
until that hour. Only a handful of
members were present when Speaker
Cannon called the house to order. In
cluded among the number were
Messrs. Dalzell and Cockran, each ol
whom was in his seat.
The house disagreed to the senate
amendments to the military academy
appropriatioa bill and asked for a con
ference. The speaker appointed
Messrs. Parker, of New Jersey; Mon
dell, of Wyoming, and Sulzer, of New
York, conferees on the part of the
house.
Many conference reports on bills ol
a minor character were disposed of.
Hills were passed to regulate the dis
posal of public lands released and ex
cluded from public forest reservations.
Mr. Hemenway called up the con
ference report on the general <,
ciency bill.
The report was unanimously adopted
and the house then proceeded to the
discussion of the conference report on
the sundry civil bill.
NOVEL SUIT NOW BEING TRIED.
Courts Endeavoring to Force Railroads
to Connect.
Raleigh. N. C., April 27.—In the su
perior court here, a case which is said
to be entirely novel and without prec
edent, is up.
For a long time there are said to
have been complaints by the public
for the failure of the Atlantic Coast
Line and the Southern railways to
make connection at Selma, a very
important Junction point. The cor
poration commission finally issued an
order that the Atlantic Coast Line
should make this connection,, either by
quickening the time of its trains or
by running through to Selma trains
which have heretofore stopped 30 or
40 miles north of that point. The
railway appealed to the superior court,
and a great number of witnesses on
both sides are here. The attorneys
for the Atlantic Coast Line have an
nounced publicly that if they lose their
case in the state court they will take
It to the United States supreme court.

Will Return Captured Flags.
Jackson... Miss.,.. April. 27.—John
Faulkner, of Sardis, has In bis posses
sion the tattered remnants of the bat
tle flags carried by the Eighth and
Ninth Tennessee regiments durffig the
civil war, and has decided to turn
them over to the commanding officers
of those regiments, or their descen
dants. if they can be located. Mr.
Faulkner will take the flags to the
Nashville reunion, and at that place
will endeavor to ascertain to what
persons they should he given.
Strike of Machinists.
San Francisco, Cal., April 27.—The
expected strike of the Santa Fe ma
chinists developed yesterday. In all
125 machinists, handymen and appren-
tlces walked out and with them about
20 nonunion men brought in this
morning by the company. Early in
the day the company brought in 60
nonunion men who had been in 60

ing at Catllina. The shops employ in
all about 900 men.
It Is Observed as Usual Throughout
Georgia.
Atlanta, April 27.—Memorial da)
was appropriately and fittingly ob
served and celebrated in this city and
throughout the state.
The weather w as the most inclement
that has occurred on April 26 for many
years. First, there came a hard
shower then a drizzle and later a chill
wind which swept across Oakland
cemetery.
Through it all ‘he old veterans and
the young soldiers marched, men stood
with uncovered heads in the drizzle
while the prayers were offered, ladies
stood upon the damp grass and sang
“In the Sweet By and Bye” and “God
Be With You ’Till We Meet Again,
and while the cold wind swept over
the cemetery the flowers that ha
been brought from the city were laid
upon the graves of the dead.
The parade was one of the finest
ever seen in the city on Memorial day.
It w r as more than a mile long and
:here were special features that caused
the vast throng that crowded the
streets to send up cheer after cheer
as the pageant wound its way to the
cemetery. The music was excellent,
the marching of the military divisions
almost perfect and the floral decora
tions were excejrtionally fine.
The orator of the day was Judge
John W. Akin, of Cartersville, who
was introduced by Judge John S. Can
dler in a timely and well-chosen
speech. The subject of Judge
Aiken was “Commercialism and the
Confederacy,” and proved a most elo
quent and patriotic address. It was
cheered to th eecho by the vast throng
of patriotic people who had assembled
to pay tribute to the memory of the
departed heroes of the “Lost Cause.”
Interesting exercises were held dur
ing the day by the Atlanta Chapter.
Daughters of the Confederacy at the
state capitol. The occasion was one
of unusual interest.
Tnroughout the state, memorial ex
ercises were appropriately observed
in many towns, and notwithstanding
the inclement weather, the day was
one long to be remembered.

Boston. April 27.—In his annual ad
dress to the members of the New Eng
land Cotton Manufacturers’ associa
tion, which began its yearly conven
tion here today, President Herbert E.
Warmsley said that one of the most
pressing questions engaging the atten
tion of the cotton world today was
that of the development of the resour
ces of the southern cotton belt.
He held that It was essential to the
interests of the United State!, as a
producer, manufacturer and exporter
of cotton, that the supply from our
fields be increased and fts cost reduc
ed so as to retain an enormous source
of wealth i x the country. He express
ed the belief that the trade would nev
er be free from “unlawful high prices,
speculation and unsatisfactory and
harmful fluctuations,” until there is
ample supply of the raw material.

MONEY FROM JOB HUNTERS.
Paid $225 To Be Appointed a Police
man.
New York, April 27—Emil All Son-
ner has been placed in the city prison
on an execution procured by a man
who says he paid the prisoner $225
to be appointed a policeman. Sonner
a few hours previously had made a
statement to District Attorney Jerome
along the lines of that made a few
days ago by William Duke, who as
serted that at least $200,000 had been
collected by him and paid to certain
persons “higher up” for positions in
the service of the city. Sonner, In
his statement, is said to have actually
named men connected with the civil
service commission.
Until his statements have been ver
ified, however, the district attorney
says he will rest in the belief that
both Duke and Sonner were simply en
gaged in the business of getting money
from Job hunters without rendering
them any service.

Cruiser a Total Wreck.
SHanghai, April 27.—Th© Chinese
cruiser Haltev which struck the rocks
at Eagle Point, 60 miles southeast of
Shanghai, is a total loss. The Unit-
ed States cruiser New Orleans went to
the assistance of the Haitlen today,
but her efforts were unavailing. The
crew of the Haitien were rescused.
There was no loss of life.
Mother Superior Dead. /
Chicago. April 27.—The Rev. Moth
er Genevieve Granger, mothsr supe
rior of the Convent of Mercy, For
ty-ninth street and Evans avenue, is
dead; aged 71. For fifty-five years
she had been in the same convent,
and for 31 years had been mother su
perior.
Strike of Miners Probable.
Louisville, April 27.—As a last re
sort the mine operators of the West
ern Kentucky district, who have been
in intermittent conferences for sever
al weeks with the miners over the
wage question for the coming year,
have submitted three propositions. It
is not thought however, that the mi
ners will accept any one of them, and
that a strike of the 4,000 men intereat-
ed will occucon May 16.
