March 16.—1:50. p. m.—The reports of the abandon- donment of Port Arthur continue to arouse the bitterest resentment, the papers denouncing the story as a Stock-jobbing scheme. One paper re marks: “Let other countries be fed on such tales, but while Russian blood is flow ing the authorities should not allow the people to de disturbed by such falsehoods The official telegrams are believed and trusted by every one. The government is building some ar mored trains for use on the Manchu rian railroad after the model of those used by the British in South Africa. They will not be employed so much cm account of fear that the Japanese may cut the road as for their moral affect on the Chinese robber bands, who may become emboldened by the war. It is believed that when the bandits see the iron monsters they will not come near the railroad. The Russ prints a long leading arti cle controverting a series of articles in the Novoe Vremya telling that the war was brought on by the machina tions of Jews in revenge for the Kish- meff, declaring that the Novoe Vremya contention is absurd and censuring the latter for engendering race hatred at such a critical time. M. Komanroff. the leader of the Pan- glarists in the SYet, replies to the ■tatements recently made by M. Ku- rlno, the foimer Japanese minister at 8t. Petersburg, declaring that Japan is solely to blame for the war “the political savages of Japan having en- tnared their country in this wild ad- i venture/' Tne Novosti prints an article by an expert to prove the feasibility of the Baltic fleet making the northern pass age by way of the Behring straits, to Join the Pacific squadroff in the spring. A military expert in the Russky In valid contends that the Japanese ac tion in covering their forces at Ping Tang. Korea, and at their bases, Che mulpo, Chfnampo and Seoul, means that detachments have moved out along the Yel Im Kang, which may be compared to Tugela river. A num ber of these detachments, it is added, have crossed the Vel Lim Kang at Pan Chen, eight miles from Anju. Mob In Vienne Broke Window of the King's House. Vienna. March 16.—The palaces of Emperor Francis Joseph and the Arch- Ducness Clothilde, at Budapest, were stoned by a mob yesterday evening, resulting in the windows being brok en, because the biuldings were not decorated in honor of the anniversary of the revolution of 1848. A great crowd of students and work men, after a demonstration in front of the statue of the Poet Petofy, pa raded the streets and noticing that the paiaces were not displaying flags, like most of the other edifices, show ered them with stones until the po lice charged and dispersed the rioters. A number of persons were injured and many arrests were made. COW’S BLOW WILL BE FATAL. Struck by Frightened A.iimal, Miss Bacot Will Die. Savannah Ga., March 16.—A cow killed a woman In Savannah Tues day. That is Miss Harriet H. Ba- oot, aged 52, will die from a shock received when she was knocked down by the animal. Miss Bacot was on the sidewalk when the cow ran against her. She tried to avoid the animal, which was frightened, but did not succeed in do ing so. Miss Bacot’s head struck the curb. March 16.—Rear Ad- Postioaster General Wynne has called the attention of all postmasters to the law restricting the mailing of first- class mail matter to not exceed four pounds in each package. The statute has not been strictly enforced for some time, but will be in the future. SL Petersburg, March 16.—4 p. m.— The newspapers here are reproducing a curious prophecy attributed to St. Zeraphim. the Holy Hermit of Saroff. in which he predicted his canonization by the emperor last year and also the present war. The oracular utterances follows: Marvel not, that the leaders failed to reach the mill. There will come • greater wonder when a multitude, like ears in the cornfield, will march with banners to Saroff. Shortly afterward will come a bur densome war for Russia. The emperor will go to battle, I with him, and we shall rend the cloak from off England’s shoulders. A copy of the Novi Kari, of Port Arthur, which has just arrived here, contains the viceroy’s appeal to the Civilians of Port Arthur to volunteer and promising to equip them at the government’s expense. It also con tains the warning issued by General Stoessel defying the officers to re frain from the discussion of military affairs with which they are unac quainted, as irresponsible gossip was likely to lead to the dissemination of false reports and threatening soldiers and civilians found intoxicated with Imprisonment in the fortress. A sim ilar warning was addressed to the dock yard employes. Kaiser and King Dine. Vigo. Spain. March 16.—Emperor William and King Alphonse, lunched today on board the Spanish royal yacht Giraldau.
