to a dispatch from Port Arthur 20 Chi
neae were arrested there for signalling
the Japanese ships off the shore with
flash-light and lanterns. A warning
has been issued that similar offenders
will hereafter be treated as spies and
shot.
Although it is denied that the pres
ent plans of the admiralty contemplate
the dispatch of Black Sea or Baltic
fleets to the Far East, it is beyond
question that both are being prepared
with the greatest haste to meet any
emergency. General Altvator, the ar

without warning to their employers
and joined the 400 truck drivers whe

Minister Not Recalled But Pay Was
Stopped.

According to Denou, locks and keys
can be traced back to the ancient Egyp
tians, more than 4,000 years ago. This
is inferred from the sculptures on the
great temple of Karuak, which closely
resemble locks still la use there—
clumsy, massive wooden locks, In which
three pins drop into three holes la the
bolt, when It is pushed In, and are
raised by corresponding fixed pins on
the big key. Bimilar locks and keys
are found at Mosul, near Nineveh, the
key being more than a foot long, quite
clublike and often carried on the shoul

Keys are also mentioned at the siege

are said to have exchanged locks for
tin from Cornwall. Occasional notices
of them occur in many Greek and Ho
man w’riters, Pliny ascribing their In

and iron keys have been found In the

Possibly far more ancient than these
are Chinese locks, with springs and
tumblers, some of them musical, almost
exact counterparts of the famous
