New r York, Oct. 7.—‘Im order to quell a small riot in Twenty-ninth itreet, near Broadway, started by the stage hands employed at nearby the aters, the police were obliged to use their clubs and a pistol shot was fired No one was seriously hurt. Four arrests were made. Men and women in evening dress who were hurrying away from the Princess theater ran into the fighting zona before they were gware of what was happening. Scores of them were swept off their feet by the combatants, who swung '“black jacks” and clubs. • One woman al most had her dres« torn jfrom her back. The fight originated in a quarrel be tween two men employed in the sanu theater. One of them called upon friends working in another ttyater and the outcomo was a gathering of ihift ers from half a doeen theaters to en gage in a pitched battle after the final curtains had rung down along Broad way. In an interview he said: “Proposals will be received at the office of the Second Assistant Post master General, postoffice depart ment, until 4 p. m., of December 1, 1903. for carrying the mails of the United States oc the routes and by the schedules of departures and ar rivals specified in the State of South Carolina, from July 1, 1904, to June 30, 1908. Decisions announced on or before February 1, 1904. Contracts to be executed and bled in the de partment within sixty days after date of acceptance of bids. “No bid submitted will be con sidered unless the bidder shall agree in his bid that in the event of the service being awarded to him be will give his personal supervision to the performancr of the same, and will re side on or contiguous to the route. The words “on or contiguous to the route,’ 1 as used in this section, are to be construed as meaning within the territory regularly served by a postoffice on the route. “A contractor who shall fail to give his personal supervision to the per formance of bis service, or to reside on or contiguous to bis route, as agreed, may expect to be declared a failing contractor, and that the ser vice will be re-let, and be and bis sureties held liable for any damages that may be suffered thereby. “All persons are cautioned not to allow their names to be used as bid ders unless they intend to person ally perform or supervise tbe ser vice. Every jbidder is required to make oath that tbe bid is made in good faith and with the intention to enter into contract to perform ser vice in case bid shall beaccepted. A person subscribing to such an oath, but not intending to enter into tbe business of carrying the mail, either in person or by an employee, is guil ty of perjury and is subject to the penalties prescribed for such offense. “In addition to carrying the mails to tbe various post-offices on tbe star routes the carrier on each route (ex cept where otherwise specifically stated) will bo also required to de liver mail into all boxes and bang small bags or satchels containing mail on cranes or posts that may be erected along the route, and to col lect mail from boxes, and to collect the bags or satchels from the cranes or posts under tbe following condi tions : “Any person living on or near any star route herein described, and not within the corporated limits of any town or within 80 rods of any post- office, who desires his mail deposited at a given point on tbe line of the route by the carrier on said route, may provide and erect a suitable box or crane on the roadside, located in such manner as to be reached as con- viendy as practicable by the carri er without dismounting from tbe ve hicle or borse, and such person shall file with tbe postmaster at the post office to which bis mail is ac dressed (which shall be one of the two post-1 No. 20290—Guwdeysvilie to Jones- vi!le;bond, $800; present contract pay, 393 65 - j While opening a box, J. 0. Helena, Mont, Oct. 7.—.Engineer Reilly, of the Northern Pacific freight engine which was partly wrecked by dynamite last night, arrived In Helena with his train early this morning. The engine was badly wrecked. He said it seemed to him as though there was an explosion of dynamite on each side of the engine. It was his opinion that dynamite had been placed on the track a few minutes before his engine was wrecked by the explosion. Wiell Known Financier Dead. The small bug or satchel above mention ed, as well us the box or crane, must be provided by tbe person for whose use it it intended, without expense to the department. “It shall be the duty of the post master at every such postoffice, upon a written order from any person liv ing on or near the star route, to de liver to the proper mail carrier for that route any mail matter—placing in the respective satchels, where such are used, the mail for the per sons to whom such satchels belong— with instructions as to the proper mail box or crane at which said mail matter shall be deposited; but regis tered mail shall not be so delivere 1 unless expressly requested by tbe iddressee in his written order. No mail matter so delivered to a carrier -ball be carried past another post- iffice on tbe route before being de posited Into a mail box or hung on a crane or post. “The mail carriers must be realiable and trustworthy persons, of good character and of sufficient intelli gence to properly handle and deposit the mail along the routes. “Tbe department does not prescribe any particular design of box or satchel to be used for this service, but tbe person providing either should see that it is of such charac ter as to afford ample protection to bis mail.
