Russian Policy Is Believed To Be to
Hold Present Positions In Manchuria
Will Take No Steps to Avert Hos
tilities with Japan.
Kingchau-Opposite-New Chwang, in
Mauchuria, July 8.—All the prominent
Russian officials in China, Manchuria
and Korea are attending the confer
ence at Port Arthur. Among them
are Minister of War Kuropatkin, Ad
miral Alexieff, the Russian ministers
at Pekin and Seoul, the political agents
iu Oiuna and Korea, including M.
Pokotiloff, recently Russian financial
representative at Pekin, General Des-
sino, the military agent in China, the
civil and military officers at Mukden,
Harbin and Kirin, and the ministerial
officers of New Chwang.
The proceedings at the conference
are kept profoundly secret. It is
generally supposed that the Russian
officials are considering war questions.
The foreign officials now at New
Chwang and Port Arthur believe that
the possibility of war is increasing
steadily. The Russian policy is be
lieved to he to hold the present posi
tions in Manchuria, including New
Chwang and to take no steps to avert
hostilities with Japan, if it is assured
that Japan will fight unaided. The
war feeling among the Japanese in
North China is intensifying.
The Russian civil administrators
with the governor general of New
Jliwang have commenced the erection
<)f a government building designed to
hold all Russian offices, including the
telegraph and telephone departments
in the center of the foreign settle
ments partly on land ceded by the
Chinese, according to the Russian ex
planation, and partly on the public
square, about which the foreign con
sulates are congregated. The resi
dents of other nationalities are prepar
ing to protest against the encroach
ment on the public square.
A Russian company yesterday com
pleted the purchase of the river steam
tug business heretofore controlled by
a British company. This is regard
ed as an important step towards Rus
sian control of the harbor, as the new
company is apparently acting in be
half of the Russian government. Rus
sia has hut small financial interests
here. AH vessels are armed and
commanded by Russian officers. The
crews are composed of soldiers.

work filling the section of the harbor
at Manila that is to be reclaimed has.
since it begun operations, brought some
queer objects to the surface, but noth
ing more interesting or valuable than
an old quadrant brought up a few days
ago, says the Manila Times. The old
nautical instrument bore the date of
1603 and was in a perfect state of
preservation. It was made of gun
metal, and was evidently lost by one
of the ancient galleons some time in
the seventeenth century. It was turned
over to Engineer Pope, who had it
cleaned and who counts it a great
treasure.
Before the big dredger was started
a receptacle for any heavy objects
taken up by the pumps was fitted up.
and some very interesting articles have
been dropped into it and saved by the
workmen. Many old shells and cannon
balls have been found and a number
of old ship's fittings have also been
raised. The dredger is working in the
neighborhood of an old anchorage, and
it is expected that during the progress
of the extensive harbor work many
things of interest and possibly of value
will be brought to the surface.
Extent of FnrclKn Travel.
The indications are that foreign
travel will this summer exceed that of
any previous season. Sixty-seven sail
ings a month of first class passenger
steamships will be made from New
York for European ports. This is pro
vision for 8(1.000 passengers between
April and September. An expert esti
mate puts the amount paid for steam
ship fares at $31,000,000 and the ex
penditures in Europe at $70,000,000.

Rumor that Battleship Had Been
Blown Up Unrounded.
Horta, Azores Islands, July 8.—The
United States battleship Massachu
setts and converted yacht Mayflower,
accompanied by the colliers Caesar,
Sterling and Lebanon, arrived at Fay-
al yesterday and reported all well on
board. This disposes of the report
which gained circulation at Newport
News on Sunday last that the Massa
chusetts had been blown up.^
The Illinois and the Ala^fWi are at
Angra and the Brooklyn is at Pona
Del Gada. The officers of the war
ships are exchanging official visits
with the local authorities. The bat- |
tleship squadron, which is in com
mand of Rear Admiral Barker, will
rendezvous at Fayal July 11 and will
sail for home July 14.

Gangway Caves In—Rescuing Party
Saves Their Lives.
Shamokiln. IPa., July 8.—Eighteen
miners were entombed by a gangway
caving In at the Reading Coal and Iron
company’s Big Mountain colliery last
night.
A rescuing party drove a hole Into
the mine into an old slope and today
reached the mkiers, who were all alive
and uninjured. Some of them nar
rowly escaped death in rushing from
the falling coal.

Bullet Wound Proves Fatal.
Louisville, July 8.—Pulaski Loedsi,
master mechanic of the Louisville and
Nashville railroad, died at 4 o’clock
*his morning from a bullet wound in
flicted by George Warner. Warner
on Monday last entered Mr. I^es’ of
fice at the union station and asked
for a letter of recommendation to an
other road, he having been recently
discharged from Mr. Leeds’ depart
ment. Mr. Leeds refused, whereupon
Warner shot him in the head. The
assassin then shot himself, inflicting
a wound similar to that received b
Mr. Leeds. Warner will probably
recover.

Treker Trockoiung, a grain drying com-
