The improvements in the way of
large new business houses which have
recently been made on Limestone
and Granard streets and the large
business interests which have fol
lowed them, makes it necessary for
the new conditions to be recognized
in a manner suited to their present
business importance. In order to do
this Birnie and Meadow sbould be
opened and extended so as to connect
with the Eastern and Western exten
sion of Frederick street. By doing
this these new business sections
would become more accessible to the
upper and lower sections of the
coutity,would make two pretty streets
and open for imporvement and occu
pation, new and desirable property
right, in the heart of the city.
The openingof these two streets have
long been desired by the well wishes
of our progressive city. Now it is a
necessity atfcd we trust that the pro
per authorities will give the mattei
the attention its importance deserve.
The New City Hall.
The new city hall has been received
and occupied by the city officials
and the mayor held bis first court in
the city court room in the ball Tues*
j day morning. In the future all bus
iness connected with city affairs will
be attended to at the office in that
building having jurisdiction in the
matter in hand. In the building is
the office of chief of police, the city
clerk’s office, the mayor’s office and
city court room, the city prison,
rooms for the city fire-fighting ma-
i chines and the public library rooms
| The building has a perfect sewerage
; system, is lighted by electricity and
all the offices and prison are fur
nished in modern style.
The hall is an ornament to the city
and a monument to the good
taste and enterprise of both the city
and her officia's.

Horne and HuKgy Thief Captured. _
About three weeks ago a Mr. Wil
son, of Spartanburg, hired a horse
and buggy to Jake Spencer, a white
man, from the upper part of this
county, and although dilligeot en
quiry bad been made and reward
offered, nothing was heard of horse,
buggy or Spencer, until Monday
when Spencer was arrested here by
the city police for stealing $1 25 from
Mr. Henry Henderson, of tbia city.
When Spencer gave his name, the
officers knew they bad the horse and
buggy thief and notified the Spartan
burg authorities, and upon further
enquiry found the horse and buggy at
Cline Bros.’ livery stable,where Spen
cer had sold it to them several days
before for $42.
Constable Dearman, of Spartan
burg, t>ame down Monday and carried
Spencer to Spartanburg, where he is
in jail awaiting trial. The horse and
buggy were returned to Mr. Wilson.
To Increase Its Stock.
Last Tuesday’s Ledger contained
an advertisement of unusual interest,
signifying the prosperous condition
of the Merchants and Planters Bank
of this oity. It was a notice by the
board of directors of the bank calling
for a meeting of the stockbodlere to
be held in tbe Star Theatre at II a.
m. on tbe 6th of February. This
meeting is for tbe purpose of consid
ering a resolution to increase the cap
ital stock from $50 000 to $75,000.
This bank was organized about two
years ago and has been conducted
along such lines as to inspire the con
fidence of the pnblio and the united
support of its stockholders. But
nothing else was to be expected with
such men as A. 'N. Wood, R. R.
Brown and C. M. Smith at its head.
