Detroit Mich., Jan. 5.—The city of
Dtroit is going into the coal business
andi will supply the people with coal
at coat prices.
Some time agr the common council
appropriated $50,u00 for the purchase
of coal to be sold by the municipality,
and Mayor Maybury approved the res
olution today. Advertisements will
be printed this afternoon calling for
bids on anthracinte stove and chest
nut coal, smokeless soft coal and the
ordinary soft coal, in lots up to 10,000
tons. The bids will be opened in
five days, the local tenders will be ac
cepted for immediate delivery and the
city’s municipal yard will begin doing
business at tha earliest possible mo
ment.
Response Not Yet Received.
Washington, Jan. 5.—The response
of the allied powers to Castro’s last
proposition to submit Venezuela’s case
to the arbitration of The Hague tri
bunal have not yet been received, but
it is believed that the answers will
not be much longer delayed, as a con
tinuance of the present state of af
fairs in Venezuela stimulated
buying of Norfolk and Western and
Chesapeake and Ohio, which gained
over 1 point each. St. Louis South
ern preferred and Southern preferred
also moved up strongly. Realizing
continued in evidence at some points
and the tone became hesitating again.
Connecticut Valley Tobacco Crop.
New York, Jan. 5.—The tobacco
crop of the Connecticut valley, espe
cially that grown in the open air, is
not coming from the sheds in a satis
factory condition, according to The
Times Hartford correspondent, and the
prices which are being paid rule con
siderably lower than the growers were
expecting. The cold and- damp weath
er of last summer was not favorable
to growing the best quality of leaf.
Preparing For Crescent City Derby.
Memphis, Tenn., Jan. 5.—Six horses
belonging to Tichenor & Co., includ
ing Waswift, Cambrian and Flocar-
line, arrived at Montgomery yesterday
from New Orleans. Trainer Poole
stated that Flocarllne may be prepar
ed for the Crescent City derby. Three
of S. C. Hildreth’s horses and one be
longing to Maclxiuden accompanied
the Tichenor string.
Heavy Fire Loss at Dallas.
Dallas, Tex., Jan. 5.—Fire in the
warehouse and stables of the Hughes
Bros.’ Manufacturing comi>any, on
Hughes avenue, near South—Ervay,
burned J. W. Williams, a negro boy,
to death and destroyed 20 head of
horses. A warehouse containing ma.
chinery and manufactured goods was
also consumed, making a total loss
estimated at $45,000, with insurance of
one-half.
Bubsnlc Plague Spreading.
Laredo, Tex., Jan. 5.—A special
from Hermosillo, Mexico, says that
two cases Of bubonic plague have been
reported ia the little town of Ahome,
In Sinalea, not far from the Sonora
border. The authorities of Sonora
have notified) thoee of Slnalot that a
sanitary cordon l as been established
on the border and no one will be per
mitted to enter the state from the
south.
Negro Kills Man.
Macon. Ga., Jan. 5.—Thomas J. Con
rad, manager Macon Baggage Trans
fer company, was shot this morning at
the union depot by a negro wagon
driver, Arthur Shiver, the ball striking
Conrad in the head, killing him in
stantly. Trouble arose over a dispute
about some baggage. The negro is
still at large.
Decision In Downs Case.
Washington, Jan. 5.—In an opinion
handed down by Justice Brown today
the United States supreme court de
cided in the Downs case that the
money paid by the Russian govern
ment on sugar exported iB a bounty,
and that the collector of customs of
New York wae justified in levying a
countervailing duty on Russian sugar
under the terms of the Dingley law.
Poetoffice To Be Reopened.
Washington, JA. 5.—Senator Me-.
Laurin, of Mis*., today conferred with
Postmaster General Payne on the eq
uation at Ind4anola, Miss., where the
postofllce ha# been closed as a result
of antagonism to a negro postmistress.
Subsequently McLaurln stated that he
believed the office would be re-opened
this week. Mr. Payne said that the
office will be re-opened If there Is no
intimidation of the postmaster.
Congress Reconvenes.
Washington, Jan. 6.—At noon the
house reconvened after a holiday re
cess of 16 day*. Many member* had
not yet returned from their homes
and there were not over 100 members
on the floor when Speaker Henderson
railed the house to order.

An Ordinance
To Raise Supplies for the
Fiscal Year, 1903-1904.
BE IT ORDAINED by the Mayor and
Alderman of the Town of Gaffney in
Council assembled, and by authority
of the same: That a tax to cover the
expenses of the said town from the
first Tuesday in March, 1903, to the
first Tuesday in March, 1904, be levied
and collected in manner and form fol
lowing:
Section 1. That there shall be paid on
each dollar of the assessed value 01all real
estate and personal property the sum of
two mills for general purposes; the sum
of two mills for retiring Town Hall,
Electric Light and Waterworks Bonds,
and the sum of four mills for the pay
ment of interest thereon; making a total
of eight mills.
Section 2. That each and every able-
bodied male person between the ages of
18 and 50 years, except such persons as
are exempted by the state law, shall pay
on or before the first Tuesday in March,
I9°3i the sum of two dollars for road or
street exemption; and any person liable
to this tax who shall fail to pay the same
within the time specified shall he required
to work on the streets of the said town
six days under the direction of the street
overseer; and any person liable for the
said tax, and fails to pay the said tax as
provided herein or fails to perform the
said labor, shall be,, upon conviction
thereof, fined in a sum not greater than
ten dollars, or imprisonment not more
than twenty days.
ITINERANT TRADERS AND AUC
TIONEERS.
Section 3. That not exceeding twenty-
five dollars, within the discretion of the
mayor, shall be paid per day by every
itinerant trader or auctioneer offering for
sale within the corporate limits of the
Town of Gaffney, at auction or otherwise
any goods, wares or merchandise to
others than the trade; to be paid each
day in advance, ami every itinerant
trader or auctioneer liable to said tax,
who shall fail to pay the same as herein
provided, shall he fined not more than
forty dollars, or he imprisoned not more
than thirty days for each and every day
or fraction thereof he shall so offend;
Provided this section shall not be held to
apply to dealers in grain, fruits, jioultry,
earthenware or manufactures of like
character raised or produced oti the ven
der’s own farm.
SPECIAL TAXES.
Section 4. No person, firm or corpora
tion shall he engaged in,prosecute or carry
on any business or profession hereinaf

Any fierson or persons carrying on
business or occupation or running any
establishment or business named in this
or preceding sections, without having
first taken out a license therefor, as here
in provided, shall be fined, except in
cases where special penalties are imposed,
the sum of not more than $25.00 per day
or fraction thereof, or lie imprisoned in
the towr prison or county jail, or be sen
tenced to hard labor on the streets or
other public works of the town for a pe
riod of not more than five days for each
and every day or fraction thereof such
business, occupation or profession is car
ried on without such license.

Section 5. The Town Council hereby
reserves to itself the right to revoke any
license for any cause which may seem to
it just.
Section 6. The tax on real and per
sonal property provided for in this ordi
nance shall be paid on or before the first
Tuesday in March 1903, and any person
liable for the same who shall fail to pay
the same on or before the said date shall
be liable to a penalty of 20 per cent, of
such tax and the tax and the

Section 7. Any person, firm or corpo
ration, liable to the license tax herein be
fore set forth whose said tax is regulated
by the amount of business done or the
amount of stock carried, is required to
make a return under oath to the Clerk of
the Town Council On or before the first
luesdayin March 1903, and on failure
so to do, such person, or the officer or
agent of such firm or corporation shall
be liable, to a fine of not exceeding $100

aforesaid shall be in default of making
such returns.
Section 8. All licenses issued under
the foregoing sections are non-transfera-
ble and will only protect those to whom
they are issued.
