Montgomery, Ala., March 6.—A spe- oi^l to The Journal from Marion, Ala., says: Luke Sanders was hanged to day at 11:05. The eexcution took place in the corridor ot the Jail and was witnessed only by guards, 40 in number. His talk was short, plain and distinct, but he made ho reference to the crime. There had been some fears that a mob of negroes would attempt to rescue Sanders from the gallows, but the officers in charge took extra precaution to guard against any sur prise. April 18, 18SO, Luke Sanders and hjs brother were members of a gang of ne groes working under the superintend ence of Mullins, the murdered man. Some words arose betwAsr Mullins and one of the Sanders and the next day the brothers came to their work armed. Another difficulty arose be tween Tom. ianders and Mullins about the bringing of a pail of water for the workmen, and a fight arose in which shots were exchanged, the negro be ing wounded. The other Sanders. Luka, then drew his revolver and emp tied its content* into the body of Mul- lina. The murder caused some Excite ment in £he county and there were vague rumors of lynching*, but none took piaoe. Sanders fled to Arkan sas. He w-as captured, however, and brought to Perry comity, where the last chapter in the story closed wRh his death today. SPANISH CLAIMS ARE IMS DOWN Committee Pienders Decision Adverse to Claimants. The commission holds that “Individ ual claims of citizens of one nation may arise against the government of another nation for redrees of injuries to persons or property which such citizens may have sustained from such government or any of its agents. But such individual claims do not arise in favor of the officers and seamen of a ship of war who receive. In the line of duty, Injuries to their persons for which a foreign government is respon sible. The claim against the foreign government Is wholly national and all injuries to such officers and seamen are merged in the national injury, and they can look only to their own government for such renroneratkm as it may choose to give them. "A seaman injured by the explosion which destroyed the battleship Maine in the harbor of Havana. Cuba, on Feb. 15, 1898, bad no individual claim against Spain, even If that govern ment was responsible to the United States for the explosion, and theretore such seaman Is not entitled to an award In hfs favor from the Spanish treaty claims commission organized by the act of congress of March 2, 1901, to adjudicate all individual claims of citizens of the United States against Spain which the United States releas ed to Spain and added to pay by the treaty of peace Dec. 1. 1899.” The claims so far filed with the com mission which will be affected by this decision amount to about $2,540,000, which probably would have been in creased to $50,400,040 had the decision been f; .-orable to the claimants. It v/as he thought, a very ;i , grave question, and he did not be lieve that the measure ought to he i passed without amendment. In view of the recent calamity which had be fallen Hie nation In the assassination 1 of President McKinley the subject of the pending bill w-as a difficult one to dis<"ii?s. He paid a high tribute to President McKinley, saying that he w-as the most “amiable, courteous and pleasant man I have ever met in so high a station.” and from him he per- sonally always had received the kind est consideration. Mr. Bacon believ ed that the proposed law was unnec essary and did not provide a more cer tain punishment for the assassination than war provided now in the state laws. The world, he insisted, was not large enough for the criminal to get beyond the reach of the law, and there was no place secret enough in which to hide himself from avenging justice. He urged that the bill indicated there was not sufficient reliance on the crim inal laws of the several states. Jones J. Darby.
