Mk. Editor;—Kindly allow me
through the columns of The Ledge'
to state a few facts iu regard to the
proposed issue of bonds for water
and electric lights.
Some weeks ago I had published in
The Ledger a statement of tjie cost
of water and lights to consumers iu
comparison with what the citizens of
Spartanburg and Union have to pay,
and from their own figures. Ours, at
the present rate of charges, is much
lower. I also advised the further
issue of bonds to put the enterprise
in a safer and better condition, etc.
1 have been connected with the
town council in one capacity and an
other for many years. I have also
been in close touch with the board of
public works ever since the election
of the first board, and have consult
ed with them and advised always for
what I conceived was for the best in
terests of our citizens as a whole.
I have neglected my personal bus
iness, greatly to my detriment, in
many instances, to give my services to
our people in helping to upbuild and
establish enterprises here that have
been the very life of our town, and
no man can say, truthfully, that I
had a sordid or selfish motive in so
doing, more than for the general
prosperity of the whole town. It lias
always been my desire to have our
town prosper and I have worked
faithfully to assist her in every ellort
to that end.
I belong to no ring or clique, and
thank God! I am not so hide
bound and selfish as to refuse to ex
tend unto others the same conven
iences and comforts that I have ex
tended to me. I am no politician or
trickster. I have been honored by
my friends, unsolicited, in many in
stances, by electing me as a member
of the town council, and I have, hon
estly and openly, endeavored to do
ray duty as I thought best for us ail.
Nor would I advise or sanction any
act that, in my judgment, 1 believed
would be detrimental to my town or
people. 1 have no axe to grind. I
desire no office, whatever. Nor am I
interested iu the election of any man
for any office, to the extent that I
would stultify myself or betray my
oeople for my own, or any man's
personal aspirations or benefit. 1
think the best people in Gaffney will
agree with me in this; they ail know
me. and my actions in the past as a
public officer, have not been hidden.
I contend that it is best for our
town to issue bonds enough to pul
our waterworks and electric lights in
better condition, and that it will not
increase our taxes one cent, and I
honestly believe within two years
from today our taxes will be reduced
to six mills, or less, caused by the
over-earning of the system.
Noone who lias studied the history
of such enterprises expects them to
pay expenses for a year or two, much
less have a surplus. Is it sound
sense to hamper and try to break
down an enterprise in which w’e all
are so well interested and when eo
much has been invested? 1 do cot
believe any man can show any sensi
ble reason for opposing the increase
issue of bonds under existing circum
stances.
The question is before the people
of the town. If they desire to take
a long step backward, it is in their
hands to do so; and be the cocse-
quences whatever they may I, us an
humble citizen, can bear my part in
the town’s adversity.

Hickory Grove, August 21.—We
people have not been sleeping because
we have been silent for a short time,
but are moving on at business all the
same.
The new drug store owned by Dr.
Leach and Mr. B. F. Scoggins is com
pleted and the fresh coat of oil in the
interior adds materially to its attrac
tive appearance.
We have a fine mineral spring six
miles from this place. The water
has been analyzed by physicians and
they say it contains fine medical
properties. The proprietors will have
the spring in better condition next
summer.
Mr. Robt. Gilfilling is erecting u
tan yard about three miles from
this place.
The candidates had a speaking at
this place yesterday and the day
passed off very pleasantly. They
were assigned to private houses for
dinner.

place after a three weeks’ illness
with typhoid fever. He leaves a wife
and children to mourn for him be

A Severe Storm I’aaxed Over Gaffney W’eit-
nesilay Doing Great Damage.
A severe wind and rain storm pass
ed over our city Wednesday after
noon, and in some places it was ac
companied by bail. Fences were
blown down, trees uprooted, corn and
cotton were badly damaged and in
one or two instances houses were
wrecked. Telephone wires were
torn down and tangled up, and what
communication could bo hud at all
yesterday was very unsatisfactory.
J. C. Coyle, who lives just above
town, had his barti and stables un
roofed. There was a mule in the sta
ble at the time, but, strange to say,
it escaped injury; though some of
the timbers fell upon a large hog that
had taken refuge behind ti e building
and injured it to some extent.
A dwelling house belonging to Sum
Robinson, a colored drayman here,
was blown down, but fortunately no
one was in it at the time.
During the storm engineer Miller
at the roller mill was struck by light
ning and completely paralyzed in
both legs. The lightning ran down
a wire that runs from the top of the
smokestack to the ground near the
engine and it is supposed that Mr.
Miller Was standing over this wire
when he was struck. It was a deplo
rable accident and much to be re
gretted. At last account the unfort
unate man was no better.
W’e have not heard, us yet, of the
damage in other places in the county,
but it must have been great.
