Washinc.ton, July II.—Havinpr heard
from General Otis that ho mods U,J3S
men to till up tho regular regiments and
about 2,000 men for the two volunteer
regiments ho was authorized to enlist,
orders will be issuad tomorrow for the
enlistment of U.OOO men. This will
actually give Otis about 44,000 men.
Allowing a loss of 12 per cent for dis
ease, wounds, etc., which ho states as
the present percentage of •’iuelrec-
tives,” he will ’.lave, instead of an effec
tive force of oO.OOO men, one of ucarly

The war department has anticipated
the need of men for the regular regi
ments and has sent 2,000 una-sigued re-
crut's to Manila within two w.eks.
i’oar thousand recruits are now being
d iiled at the Presidio and will sail tho
niadloof the month, leaving oniy 118b
n 'to men to be supplied to the regular
regiments.
It is confidently predicted that by
Aug. 1 the i igbt regimeut i to be organ
ized in thi country and the 2,000 men
required for the two volunteer regi
ments at Manila will bo ready to pro
ceed to Otis’ aid. In order tb put tho
volunteers in an eiToetivo condition as
rapidly as possible eight military posts,
one for each regiment, will bo selected,
to which recruits will 1>>> sent, as follows:
Piattsburg barracks, New York; Fort
Tlioma'.’, Ky.; Columbia barracks, Ohio;
Fort Sheridan, ills; Leavenworth, liiui.,
and the Presidio, California, and proba
bly Fore Crook, Neb., a id Vancouver
barracks.
Tho vacancies existing in the regular
regiments under General Otis’ com-

ualties. Most of the vacancies exist in
the regiments which sailed for Manila

returned as quickly as possible.

On account of the pressure on our
columns this week it is impossible for
us to note the presence of a number
of our friends who were here on the
fourth. Wo wish to say. however,
that we were proud to have them with
us again. Wo also trust that they
all enjoyed themselves to the full
measure of their expectation and ns- !
sure them that if they were neglected !
in any manner whatever it was not |
intentionally. In this connection we !
will also state that we are compelled ]
to omit a number of communications
from our correspondents. These will
receive the attention they deserve in
our next issue.
