Oniclnls Want Transports Adapted Specially to Hauling Animals. Washinoton, June 23. — Assistant Secretary Muiklejohn is considering the advisability of acquiring vessels specially adapted for cattle carrying purposes for the uije of the war department in trans porting hereafter such animals as may la* necessary in the West Indian expe dition. The experience of the horses nnd mules, which were taken with General Shatter’s armv, demonstrates to the officials tb.T^some provision ought to bo made within it reasonable degree that will insure the saif^K and comfort ol the animals while on the trip. The press reports from the expedition show that a number of animals fared very badly and some of them died, presum ably from the lade of accommodations suitable lor transportation. There are a numb-er of transatlantic vessels engaged in the cattle carrying trade, especially litted out for this pur pose, which the department believes can be secuied for the u^e of the United States army, and which would carry the animals safely to their destination without any serious consequences. An agent of the quartermaster’s de partment is now in Montreal inspecting a number of British vessels which have been offered to the department for transport purposes. Ho expects to re turn to the city today to report. The following vessels of transatlantic lines have been offered to tho govern ment: The Adriatic, Fuerst Bismarck, the City of Rome. All these are large vessels capable of carrying a great many men and would be extremely valuable to the government for the transport purposes if they are secured. CASSINI IN BLUE PARLOR. New Russian Ambassador Is Presented to the President. Washington, June 23.—Russia’s first ambassador to the United States, Count De Cassini, was formally presented to the president at 11 o’clock today by the sec retary of state. The ambassador, ac companied by his secretaries and other attaches, was received in the blue par lor of the executive mansion, where he delivered to the president his letter ac crediting him to this government. All were in complete court costume. In tho course of a brief address, the ambassador spoke of the friendly rela tions that had always existed between the Russian empire and the United States and expressed the hope that these cordial relations would continue for many years to come. The ambas sador laid special stress and emphasis upon this part of his address. Altogether the speech was exceed- ingly friendly and cordial in tone and did not contain a seutsnee not in entire accordance with a feeling of perfect good will and friendship. Washington, June 23.— The army hospital ship Relief, which is now in New York, is expected to leave thal place for Santiago de Cuba some time next week, in charge of Major George H. Toruey. The vessel is to proceed directly to Santiago and upon her ar rival the surgeon in charge is to report the fact to the commanding general a! that point. The ship is to be anchored in a safe harbor at such a point as may be desig nated by tho commanding general and as near as possible to the seat of active operations. The sick and wounded men of the army and navy are to be received on board to the full capacity of tho shif aijd cared for just as if they were in a general hospital. The surgeon is to issue medical sup plies, upon properly approved requisi tions, to the troops in the field and lie it to do everything in his power to aid the medical officers with the troops in pro viding for the comfort or the sick by the issue of ice, hospital stores and sucb delicacies as may be at his disposal. Whenever in the judgment of thjB surgeon in charge, or in that of the commanding general of the chief sur geon of the troops at whatever point the vessel may be located, it is uesirable that the ship should proceed to a home port for the purpose of lauding the sick and wounded, Major Torney will, il practicable, communicate that fact td the department at Washington by tele graph and orders will be sent him desig nating the port for which the sbi( should sail. Surgeon General Sternberg, nndei whose department the hospital ship hat been equipped, will give specific orderi as to her destination when returning td the United States and will designate s place for landing the sick and wounded. Whenever practicable the surgeon in charge will make weekly telegmphid reports, showing the number of patients on board the ship. Surgeon General Sternberg will send Major Tornev the sum of 91,000 as a hospital fund, which the latter is au thorized to give to the chief surgeon or surgeons in charge of division hospitals, in amounts not exceeding $100, for use in the purchase of necessary articles for the sick in field hospitals. One Boy Kills Another. Paducah, Ky., June 23. — Charley Fincher, sged 18 years, accidentally shot and instantly killed Otto Covey, sged 11, at Mayfield yesterday while the latter was playing burglar and b incher was playing policeman.
