Associated Press dispatch boat Wanda
reached this port today with tho follow
ing advices: A Cuban, who left the
city of Santiago on Monday night, ar
rived at General Garcia’s camp on
Tuesday morning with accurate maps
of the harbor and of the earthworks
surrounding it.
The ships of Admiral Cervora have
moved from the position they were in
three days ago and lie in almost a circle
surrounding a small island and light
house about half way up the 4-mile
harbor. The armored cruiser Cristobal
Colon, which is uninjured, lies to the
west, commanding with her port bat
tery the narrow neck of the harbor,
while the Viscaya, also uninjured, lies
to the east, her starboard battery look
ing down upon the same neck.
Both of tho Spanish torpedo boat de
stroyers are temporarily disabled, one
having been struck by fragments of tho
shells that sunk the Reina Mercedes,
and the other having her boiler tubes
and engines in course of repair.
The most important statement made
was in substance that the torpedo boats
have not since their arrival here made
any attempt to leave, being unable to
do so. The ships have only half their
supplies of coal, although some coal ar
rived by overland route two weeks ago.
The shell that struck the Reina Mer
cedes was fired by tho Massachusetts.
Beyond this loss and the quite large loss
of life incident to it, there was little or
no damage done. The earthworks were
disturbed and one smoothbore gun was
dismounted on the west battery.
Seven new guns are being put up fac
ing the sea, three of which, on the west,
are ship guns of the 6-inch rapid lire
variety and automatic guns of every de
scription, it appears, are being dis
mounted from the ships and mounted
on the earthworks surrounding the city.
A new line of trenches has been dug
about 1 L ., miles from the city.
The Spanish soldiers, known as tho
regular troops, are on half rations, and
no rations or supplies are furnished to
the local Spanish forces, numbering
about 8,000 meu. They are compelled
to forage lor themselves.
The spirit of discontent, it also seeuis,
is widespread among the Spanish troops
and an uprising in Santiago de Cuba is
feared.
There is an absolute lack of drugs in
Santiago siud, finally, the crews of the
Spanish warships are on half rations.

Savannah, June 23.—Two suspicion*
characters, supposed to be Spanish spies,
have been arrested at Tybee and turned
over to Captain H. K. Bailey, in com
mand of the government reservation on
the north end of the island.
They were put in the guard tent in
Captain Baiiey’s camp, aud will bo de
tained for two or three days. Ouo of
them says he has been in America seven
years, and has become a citizen. His
E aijers, he said, were in Charleston, aud
e was told to send there for them to
establish his identity.
The other man claims to have been
employed around Savannah for some
time. The two men are under guard,
aud are being fed as the soldiers.
