Washington, Juno e3.—Tiio military situation at Santiago, so far as the war and navy departments know it, remains precisely as it was at sundown yester- I day. The troops are being landed from General Shatter's corps and this laud ing has not yet been eornpleted. Neither Shafter nor Sampson has re ported since the two cablegrams re ceived last night announcing the com mencement of the landing. It is gath ered from these, taken in connection with the press reports, that only one landing in a military sense has been made, but naturally, with so large a number of transports to bo discharged, j the troops have been scattered up aud I down the beach for several miles. The cable station is within 7 miles of j the point where the debarkation is go ing on. The oliicials here say that this work cannot be completed tor several days, although of course the troops without their suppUes may be all ashore before that time. One fact appears, namely, that Gen eral Shafter is arranging himself the details of lauding, advised by Sampson and perhaps Garcia, aud the military authorities here have allowed him to exercise his discretion in this, for they do not know whether he will make more than one lauding, or just where that landing is. Harbor For Our Ships. One beneficial effect from the landing at Baiquiri will be to distract the atten tion of the Spanish from the harbor of Gnantanamo. The mines having been probably all removed and the forts that commanded the lower harbor having been silenced, with the disappearance of the Spaniards from the country sur rounding the bay, the navy will lie in full possession of what it has long wished for—an absolutely safe aud land locked harbor, in which all of Samp son’s fleet and the transports as well can find refuge from any West Indian agency. General Greely received ft dispatch today from Lieutenant Colonel Allen of the signal service, in charge of the cable station established at Plnya Del Este, Cuba. It did not re’ate to mili tary operations, but from the fact that no reference was made to important de velopments, it was inferred that the sit- ftltiou has not changed materially since last night, '.vhen the landing of troops WPS in nro£rr**si. Colonel Alien will make Playa Del Este the cable base, but, in addition to this, a military cable line will bo stretched from that point westward along the coast to tha headquarters of General Shafter. By this shore loop General Shatter will be Drought into direct cable communication with tho war department. Colonel Allen is now hurrying forward preparations in this direction. He has ail the material neces sary for the shore loop, with instru ments and operators ready to work the line as soon as tho army headquarters are fixed. Direct Line From Cuba. It is not quite clear thus far at what point General Shafter aud his main body of troops have established their base. The official dispatches to the sec retary of war and secretary of tho navy spoke of landing at Baiquiri, and a demonstration at Cabanas. Other offi cial messages stated that the landing was going on simultaneously ut two points, with a view to making an as sault on Santiago in the front aud rear. The press dispatches speak of Juragua as a probable point of lauding. At whatever one of these points Gen eral Shatter takes up his tnyio the mili tary telegraph lines will connect them with Playa Del Este aud thence to the war department. Being strictly a mili tary line, the cable from headquarters to Playa Del Este will not be open for commercial business, although the au thorities will be disposed to give tbe press such facilities as are possible un der the circumstances. Most of the un official messages, however, will have to be bandied from Playa Del Este, in or der to avoid glutting the military loop. Army officers were intently scanning the map of the country aronnd Santiago today with a view of locating the troops and fixing their formation on the eve of the advance. The Location of Daiquiri. Baiauiri is about 15 miles due east from the month of Santiago harbor. A small river rnns inland at that point, affording additional facilities for land ing. Tbe map shows a road direct from Baiquiri to the entrance of the harbor of Santiago and thence along the harbor to the city of Santiago. Be sides the road a railroad starts a few miles west of Baiquiri, circling along the coast up to the mouth of Santiago harbor. Juragua, the other point mentioned in the dispatches, is midway between Baiqniri aud Santiago harbor. It also has a small stream, which gives addi tional facilities for lauding, and a rail road appears to make its start along the coast from that point. Back of this railroad and highway the interior shows mountainous formations which would make the progress of an army difficult. It seems evident from an examination of tho army map that General Shafter’s troops at Baiquiri or Juragua will move westward along the highway, i»rhaps utilising the railroad and thus approach ing Santiago from the southeast. Distinct from this landing, which is east of Santiago harbor, it seems evi dent that at least a part of General Shafter’s force will land west of the harbor, thus allowing an attack on San tiago from the northwest. The dis- patches state that a demonstration wr.«: made against Cabanas, which is shown on the military map to he a small place just west of Santiago harbor, aud not more than *2 or !i miles from tho mouth. Further to the west is Assernuicro, where Generals Itabi and Garcia have a large force of Cuban troops. Cut an Forces to Help. It is dearly inexpedient for thisC-.s- ban force to make tho inland circuit clear aronnd Santiago and form a junc ture with Shat ter to the east of Sanii- ego harbor. The natural base, there fore, will be to the west, at Asserra- dero, co-operating with such of Shat ter's troops as land *,> the west of tho harbor. A n ad run? from Asseradcro to (’abanas. Beside the'(f tilitary map, the war de partment ha» a large amount of confi dential material showing the landings, roads, etc., all along the present field of operations. These include large photo graphs of Baiquiri. One of the photo- graphs shows Baiquiri as a scattered group of huts on the edge of a rugged declivity running down to the ocean. Huge holders cover the rising ground, apparently making the travel back of the town impossible. Another picture shows extensive tram ways aud the elaborate plant of a largo mining concern. This plant seems to assure large facilities for handling heavy artillery when it is brought ashore. Army Board Retires Cook. Atlanta, June 23.—Colonel Henry C. Cook, late commandant of the Fifth infauty, United States regulars, ha.- beeu retired by the army medical ex amining board, which decided that he was unable to stand tho hard service of a campaign iu Cuba. MILITARY ROADS IN CUBA. Brigadier General Stone Furnishes Troops With Iiiroriiiutlou. Washington, June 23. — Brigadier General Stone, now on the staff of Ma jor General Miles, has prepared a man ual for the use of troops operating in Cuba, covering the most expeditions means of cutting military roads through the tangled tropical vegetation, swamps and underbrush through which tho American army must push its way to Cuba. General Stone was the road expert of tho agricultural departmeut, but ou the breaking out pf the war Secretary Alger asked that he lie assigned to the mili tary service with a view to making his expert knowledge available in road building through Cuba. He has made a study of Cuban soil, vegetation aud timber, and besides a personal acquaintance with the coun try, he has collected a large number of photography, maps, etc., which show in detail tho typography and vegetation of the island. With this material in hand General Stone has framed his manual for mili tary roads in Cuba, which has, within the last few days, been distributed to commanding officers for their guidance. Chic KaMaUGa, Ga., June 23.—No or ders of any kind affecting tho present status of General Brooke’s army have been received and the work of pre paring the men for the field is going forward rapidly and satisfactorily. There are now at the park nearly 47,000 men and these are being added to daily by from 500 to 700 recruits. Yesterday and last night tho largest number yet to arrive iu any one day came in, there being about 1,500 ar rivals in the city. Cool, clear weather prevails today. The regimental drills are going on in all camps, but no unsual maneuvers are taking place. The sham battle of the First division, Third corps, to be given under the direction of General Fred Grant next Saturday promises to be the event of week. The best of order now prevails throughout the camp. Provost guard placed at Lytle by General Brooke is having an excellent effect. Including the payments to the Twelfth New York this week, it is estimated that 1310,000 has been paid to volunteers at Chickamauga since the army was mobilized here. The regular government payday for many of the regiments is approaching, and some of the regiments have been mastered in for more than 30 days and have not yet been paid. Work on the payrolls will begin in a few days. Everything is now moving smoothly at the park l The men are all contented and are working with a good jrill. The a uartermaster’s dejiartment has been icroughly systematized, so that there is no longer the slightest difficulty for the men to get plenty of good, whole some food. The regiments are nearly all equipped with new uniforms audaie being armed as rapidly as the guns can be turned out of the arsenal. Other needed small equipments are being added daily, and it is now believed that this army will be the best equipped of any to go into the field. For the first time iu the history of the United States the ambulance corps is being organized as a new adjunct to its efficiency. England, Germany and Franoe have such a corps in their armies, but it is a new undertaking for this government. The object of this organization is to facilitate the proper handling of the sick aud wounded >u the field. The chaplains of nearly all of the va rious regiments now encamped at Chick amauga park have begun a very vigor- one crusade against tbe many regi mental canteens, or saloons. The fight is as yet in its incipiency, but it prom ises to tie waged with unrelenting vigor, aud if the chaplains can obtain tbe co operation of the army officials tho can teens will soou be a thing of the past.
