Washington. Feb. 19.—The president
of Ecuador on tho nineteenth of De

Spain a letter regarding tho .sn uggle in
Cuba. It has just been published, and
is in part as follows:
The people of Ecuador, which once
formed part of the Spanish monarchy.and
to which in is bound by ties of friendship,
of blood, of language and of tradition, is
deeply moved in the presence of the terri
ble and devastating struggle carried on
between Cuba, for her political emancipa
tion, and the mother country for tin? in
tegrity of her territory.
.Sly government, comply in g with inter
national laws, will observe the neutrality
which they prescribe; but it cannot re
main deaf to the clamor of this people de
sirous of terminating the struggle: audit
is line to this that I have the honor to ad
dress your majesty as an emancipated
child would go to an affectionate mother,
to interpose the good oflices of friendship
nnd to ask your majesty that in your wis

and noble sentiments, von adopt all digni
fied means to return peace to yjiaiti and
Cuba.
By granting Cuba her independifice
Ppaiu will protect her interests and will
have done justice to the aspirations of
Cuba without any loss of decorum.
1 beg your majesty to receive this letter
ns a proof of tho loyal friendship which
Ecuador professes to Spain, for only a
high motive impels me to address it to
you, ns well as my sincere desire to see

The Cliamlirr of Duputlc-;, by Defying t
Senate, Ita* Knclmigcreil the Consttlutiiui
Paris, Feb. 18.—Tho political cri : .
which has arisen out of the demand for
a vigorous aud thorough inquiry in' •
the Southern railway scandals, tliat
body having emphasized its attitude in
the matter by twice refusing a vote of
confidence in tho Bourgeois ministry, is
now practically a struggle between the
chamber of deputies, which has sun-
ported tho Radical ministry and ...
senate, which seems bent upon over
throwing it, even at the cost of must se
rious disturbances.
However, in spite of tho acute crisis
and tho possibility of the downfall o:
tho Bourgeois ministry or even a di.
lotion of the parliament, there is little
or no excitement hero outside of t ; •
newspaper offices But it is claimed
that tho resignation of the ministry
would not alter matters to any great de
gree, as it appears to be no longer a
a uestion of confidence or of noncon-
dfcnce in the cabinet.
The chamber of deputies,it is asseG. d,
has practically, by defying tho senate,
endangered the constitution, and the
result is a condition of affairs about a ;
threatening us any since tlie trouble,
some times of 1870-71.
Tho newspapers are filled with ex
cited articles and vivid reproductions of
interviews with political leaders, and
many of them have expressed the opin
ion that a constitutional solution of tlie
problem is impossible.
The Conservatives ami Socialists de
mand a dissolution of parliament aud
the moderates and Republicans agrae
J ut a dissolution is advisable; hut
ey claim it should tako place under
another cabinet.
