troops would fire on Mussulmans if they
should be ordered to do so.
It is now known that there are about
800 victims of th** Kharput massacre,
and that eight of the J i buildings be
longing to American missionaries were
sacked and burned, in spite of thcassnr-
ances of the p- rte to the United States
ambassador, Mr. Alexander W. Terrell,
that the lives and property of tho Amer
icans would be prt teeted. It was an
nounced that Turkish gen d’ armes had
been detailed to guard the mission, but
the American missionaries, however,
escaped, and are now in a place of safe
ty. Mr. Terrell lias notified tho porte
that the United States will hold him
responsible for the lives of tho mission
aries.
No definite action is known to have
been taken by the ambassadors of the
powers ; but it is rep rted that they
will join in a note to the p irte, infc'lin
ing th*. government of tho sultan, that,
in spite of the remonstrances and roc-
ommeiuiations of the powers, matters
have now reached a stage in Asia Minor
whem ir is evident that the sultan’s au
thority is net sufficient to quell tho re
peated distuvhauces which are breaking
out. and it has became necessary f >rthe
powers, in the interests of Christianity
and humanity to put an end to these
disorders by occupying j i"tly various
portions of the Turkish empire until or
der is fully restored and a l etter system
of g a eminent is inair. united.
In order to carry out the policy of t^e
powers, the most powerful fleet ever
gathorc-c together is being assembled at
Sal -ni a oay. It will consist of about
80 Brills!, warships, including a d*/.on
battleships of the first class, a dozen or
so French ships, including half a dozen
battleships, 12 Russian warships, of
which four will be battleships, eight
Italian warships, of which number four
at least will lx* firstclass battleships and
several Austrian and German warships.
Tin British fleet includes the fl iwer of
th * Mritish navy and is constantly being
reinforced.

There is reason to believe that Mr. Ter
