Columbia, S. C., Xov.. 10.—The ! tion. As adopted to ti e
constitutional convention was not at j provides that tin
all demoralized by the Fair which ; s * ,i ‘** * > ’’ as ’;
. . . ii. ii P !1<, t as missinle a
was in progress last week, but worked ; llin<f m „ n . l!!;l! ,
as if there was nothing else for them
to do but to work. Many of them
visited the Fair, and swelled the
crowd which passed through the
gates and made it the most success
ful fair financially that lias been held
for a number years. Not onP was
the Society able to pay all expenses
incurred this year, but a considera
ble paymennt on old indebtedness
will be made.
The visitors to the fair took in the
conventiontion too, and at both the
morning and night sessions the gal
leries and all of the available seats
on the floor of the convention were
filled by South Carolinians who lis
tened attentively to all that fell from
the lips of the convention Solons.
Another feature of the week was
the banquet given by the business
men of Columbia to the mein hers of
the convention. It was a grand affair,
and while without political complex
ion was intended to show that the
business men of the Capitol City
had the kindest feelings toward all
sections of the State, without re
gard to political divisions, The ban
quet was given on Tuesday night in
the Grand Central Hotel and over
two hundred men sat down to it. .
Governor Evans responded to the
toast South Carolina, and he made u
very eloquent speech, in which he
said many kind things about Colum
bia and the return of the era of good
feeling. Senator Tillman was sched
uled for a speech, but he was too un
well to attend.
Another meeting in the city which
attracted much attention was the
Convention of Confederate Yeti runs,
oyrsided over by General Walker of
lie South Carolina Division United
Confederate Veterans. The occasion
was greatly enjoyed by the several
hundred veterans who met together
for two days. Tiny were entertained
by the ladies of the Memorial Asso
ciation. and by Camp Hampton.
Collations were served in the head
quarters of Camp Hampton each
day, and the inner man was retreshed
as much as the intellectual.
General Youmnns made a very in
teresting an eloquent speech which
was fitly responded to by General
Walker.
Generals Bratton, Farley, Kennedy
and Butler. Col. McMasti rand others
told many interesting things of their
experience during the war. Steps
were taken to preserve much of the
written, and to put in writing much
of the unwritten history of the war.
The legislature will bo memorialized
to make an appropriation for this
work. It is expected that many new
camps will he organized as the out
come of the conventi »u. and General
Walker will endeavor to found one
wherever there are enough old Con-
feds to make up a camp.
The const it utionai convention lias
given its attention to three articles
in the constitution this week, with
several incidental matters, but only
one article, the one on corporations,
has been passed to its third reading.
Another one, on jurisprudence bus
been passed over for tlie time being
and the convention has under dis
cussion, the third, the one on educa
tion.
Monday morning the report of the
committeon jurisprudence was before
the convention, and was discussed
for an hour or two. Senator Tillman
offered the following amendment to
Section 6, the one providing for the,
removal of the sheriff in ease of a
lynching happening through his neg
lect, connivance, or permission:
“Provided .also in all cases of
lynching the county where such
lynching takes place shall, without
regard to the conduct of the officer,
be liable in exemplary damages not
less than ♦1,000 to the person so in
jured or to the legal representatives
of the person so killed."
The amendment was adopted, but
with that the article passed over, and
has not yet been passed to its third
reading.
The nest article considered was
the one on corporations, and Monday
and Tuesday were spent upon it.
The chief feature on the article on
Corporations are: requring foreign
corporations doing business In this
State to become incorporated in this
State; requiring the legislature to
provide for the election of a hone ex
aminer; all fictitious ihcrease of
•tock or indehleduebs by corporations
