We don't want to send it to people who wont pay for it. THE GLORIOUS FOURTH. From 177b to ISti'J each return of the fourth of July was hailed with delight. It was the day for patri otic display in speech waking, mili tary parades and tire-works. The late unpleasantness put a stop to much of this, so far as the South was concerned. Naturally our mili tary ardor had received a ••heck at the close of the war. and we were not disposed so much to whoop up enthu siasm when the "lost cause" was resting us a pall upon us. But we have returned to our reck oning, and gradually ihe South ha- found out that, after all. "Tis best ’tis so.” We are one in interest and in des tiny. and again all sections of the country unite in celebrating the birthday of the greatest nation un der the sun. The event was grand in conception and in accomplishment. "The child had become a man,” and feeling the rich blood bounding t hroitgh its veins, under the inspiration of a grand op portunity it seized it and made the fourth of July a day ever to he re membered in the annuls of nations. It was bold, it was daring, hut the event proved that the cost had !>■< n counted ami that they were willing to meet it. THE LAW’S DELAY. It may he that in time of excite ment, caused through some uncom mon crime committed, it is best to delay proceedings, hut as a rule jus tice is best, subserved by an immedi ate investigation and trial. But this is not the delay that we are now cow sidering. The delay through appeal to n higher court, or on account of new evidence is becoming monoto nous. It is now taken for granted that if the accused is of any promi nence, or commands any following; if the verdict of a jury of his peers is adverse he will either appeal or ask for a new trial. The history of murder eases goes to prove that unless the accused is brought to justice speedily, he go-, s unwhipt of justice. Long iueare ra tion begets a sympathy which de-gi- ens ns the years go by, and the same I men that in the early life of the case would bring in a verdict of guilty are apt later on to make a mistrial or set the prisoner free. Acting up to this conviction, delay is the order of the day and the stale is made to sutler in her linatiees; hu man life becomes a plaything of iitt le or no value that may be taken with impunity.
