The Secretary is riglil . Of what
use to the government has been the
vast amount spent in purchasing and
distributing seeds? Mas there been
any return of improved varieties to
encourage the Department? On the
other hand has there not been, year
after year an increasing demand for
still larger supplies from which sena
tors and rt present at ives, by distri
buting. may let their friends know
they are not forgot ton!
No doubt the Secretary, who is a
practical agriculturist, sees the drift
and feels that it is all out-go and no
in-come.
We an* eminently an agricultural
people to whom manufacturing,
mining, commerce and the arts are
incidental. The department then,
that overlooks this great interest of
growing people, should show by its
actions that it grasps the subject and
is looking ahead for what is of real
value.
Wc may he doing violence to opin
ions of some of our patrons who per
haps are looking forward for more
seeds the coming spring, still we can
not hut agree with the recommenda
tion of the Seeretary.endorsed by the
President, that a hall he called to
allow us time to take our hearings.
Seeds are plentiful and cheap and
can readily hi* secured anywhere
within the states o? territories. Me
do need lo know what to plant, what
varieties suit eertnin sections and
soils; how best to grow and harvest
and market. This the Secretary has
been preparing to do for us. Partic
ularly in the South do we need more
of the grasses and forage crops. We
ought practically to he made ac
quainted wtih their value, yea their
necessity. Our fields of cotton and
corn, when properly cultivated
present hare surfaces t o bleaching sun
and winds, and leaching, washing
rains. No wonder that our streams
have become sluggish from the cream
of our fields being transfered to their
beds, destroying thereby the very
uses for which God gave them.
I'nless we turn our attention more
to the grasses our farms will dete
riorate ami we with them. In this
direction the Secretary is trying to
open our eyes.

tions. Whether the hill can pass
the Mouse is not yet certain; opposi
tion may develop. although there is
little that is active in sight now.
The present plan is to have the
hill reported before the Christ mas re
cess. and to have it endifsed by a
democrat ie caucus as -onu as Con
gress reassembles. amt rushed
through the Mouse so as to give the
Senate plenty of time to act upon ii.
