'Ibis privilege is a free gift, of the company and is no part of the contract for wages, and may lie made void by the company, at its own option, without notice. This is a practical illustration of Mr. Douglas’ idea, and will surely he appreciated by the hundreds who re ceive the cards. Mr. Douglas is a tirm believer in the principle and lias been since tlie establishment of the State board of arbitration. He claims t hat labor t roubles would not be as frequent as they are if manu facturers and help would recognize this great principle, and adopt it. The linn obliges every man who is | hired to sign an agreement to submit , liny disagreement that may arise, and 1 which cannot be settled by the inter ested parties, to tin* State board of arbitration, t be decision of that board to be final and to be binding on both sides.
