Wasiiinutox, July Ki.- T.he ini-
expected doesn't always happen,
not wit list anding t he adage that says
it does; hut certainly the uneSpee-
ted d'ul happen when Hie I . S. Sen
ate, which hy its slowness has pro
voked the country for many months,
broke the record for speedy legisla
tion hy passing in one week nine of
the regular annual appropriation
hills. It shows what the Senators
can do when they are anxious to ad
journ. for that is the real reason for
the rapid gait the Senate has struck.
This week it expects to pass the rest
of the aparopriation hills, and that
will throw the responsibility for con
tinuing the session upon the should
ers of the democrats who are mem
bers of the Conference committee oil
the tariff hill.
The first week of the tariff confer
ence brought forth no definite results.
Rumors are plenty, hut it is reports
from the conference that the House
and Senate will have to act upon,
and no report is yet in sight, and if any
he made this week it will probably
he merely a dummy to test the senti
ment of either the House or Senate.
Ther*' is lots of talk about the Sen
ate weakening, hut the impression
your correspondent gets doesn't hear
it out.
The House judiciary committee
has favorably reported the bill intro
duced hy Representative Lane, of
Illinois, providing that all contracts
for payment of any sum of money,
whether stipulated to he paid in
gold, silver or coin, may be dis
charged hy any money w hich is by
law a legal tender for the payment
of debts when the contract matures.
This hill is so pi.ilpaldy In line with
common sense that one would sup
pose it wouid have no opposition, but
1 here are already indications that it
will he opposed by I he money leaders
who insist upon the ‘•payment in
gold" clause being in every mortgage
upon which they loan money.
