Experience Proves that the Tax Rate
is Lowest in New Counties.
The argument is put forth that in
the event of estnhliehing a new
county it will raise taxes. It is
proper that our people should study
this question. It is proper that they
should discuss it among themselves.
\Ye would feel like a criminal should
we advocate a policy which we knew
to be injurious to the greater num
ber of our citizens. We believe in
that democratic form of goverment
that assures to the greatest number
the greatest good. If we did not
honestly believe that the new county
would benefit more of our people
than it would injure we would not
advocate it one moment. Hut as it
is we do not believe it will in any
sense whatever injure a single person
in the proposed boundry, but on the
other band that it will help every
one. It will necessarily help some
more than others. It would be im
possible to inaugurate any new idea
without it benefiUing some more than
otliers. The establishment of a new
county will not injure a single per
son unless it be several of the office
holders at the different county seals
of Spartanburg, Union and York.
It would decrease their fees some
what. And it might hurt (he circu
lation of one of the county seat
papers whose editor has not the
ability to make it entertaining
enough to be subscribed for except
for the court house news and ollieia!
advertisements. Hut it would hurt
no one else. It would not raise taxes
a single cent. On the other hand
we believe they would be lowered.
As it is nearly every county uflicerjs
paid in fees. The business is gener
ally so large that ho is compelled to
have an assistant who is also paid
out of those fees. Reduce your
county and your officers, the persons
ilected to transact the business, can
atti nd toit personally, thereby| Icing
away with assistants. When a man
tells you it will increase taxes ask
him why it is that Florence county,
one of the youngest counties in'lie
state, pays less taxes than any other
county. These are facts that cannot
be disputed. The tax rale of this
county islower than any other county
in the state. Don’t be gulled by the
argument that it will increase taxes.
It is not so and the man who says so
is either very ignorant of the true
slate of tilings or else thinks you are
v- ry ignorant yourself. Say for in-
.-tau.ce liio fees paid into the auditors
offi-e at Spartanburg, Union and
York amount in round numbers to
$1,(00. Incase a new county was
established that $1,000 would be
di.idid among four auditors insten l
of three. That would not increase
your taxes. And that is the case
with the treasurer, the sheriff and
every oilier county officer except the
supervisor and the school commis
sioner. Can it possible hurt you to
compel these fees to be divided
among four instead of throe officers?
We can’t see where it will. No, it
cannot possibly increase your taxes
to establish a new county. In this
mutter don’t he carried away with
thf idea that in voting for a new
county you do so to help other peo
ple alone. It will help you as well as
anyone else. Resides, we were created
to help one another, and have divine
command to do it.
THE STATE FAIR.
Reduced Rates Will be Granted by the
Southern.
The approaching State Fair bids
fair to he a successful one, and in
quiries for stock accommodations
come daily to the officials, indicating
a deep interestst in having a splendid
exhibition in all departments.
In the absence of an appropriation
by the legislature since 1890, except
the $2,400 for 1890, the management
has been forced to lessen the amount
of premiums prior to 1892. amount

By a united effort upon the part of
the press and to friends of progress
generally it is confidently believed
the fair of 1890 will be equal, if not
surpassing all others in the past.
Relying on the patriotism and
public spirit of which South Caro
linians are noted, success is assured.
The rates of passage for the fair
as announced by the several roads
will receive the immediate atttention
of the officials of the society to the
end that the rates of 2c a mile for the
round trip may be secured.
All persons wishing a premium list
will apply to either of the under
