of thre State government, not defrayed

have 1,910 replies regarding the cotton
crop from Southern States. They show
n decrease from last year's crop of
6 605,740 bales, tho estimated total for
this year from the replies being 4.709,-
287 bales ; 201 replhs from South Car
olina Indicate a decrease of 30 59 per
rent, and a yield of 430,10s against
019 658 last year. The greatest de
crease Is In Tennessee, 3970 per cent,
and the least in Louisiana, 12 13.
The Agricultural Bureau report es
timates a crop of 4 634,725 bales, and
BrmNtreels, from 900 replies, fixes it

Tbe aggregate current expense* of
tbe Btaie last year for all purp<*see, ex
cept interest, was 6354 739 ; and of this
$107,164 was expended upon the Lu
natic Asvtun), being a little more than
ons-third of the whole amount. The
number of inmates during tbe fisral
year was 400; and but 26 of this num
ber were supported by friends. There
cannot bo oo tbe part of any one a de
sire to limit the benefits of this noble
charity ; but it I'jould be limited to its
purpose and remain a charity. In this
connection I commend to your earn
est consideration the report of the Su
perintendent of the Asylum. The rem
edy he suggests will undoubtedly cor
rect the evil. It te to return to the
mode prevailing before tho wur, and to
require each county to sjpport those
whom Its oDclals send us paupers to
the institution.

The report of the Huperlntemlent of
Elocution shows the condition of tbe
public school system, and the progress
made daring the last year In providing
educational facilities for the masses.—
There were lo attendance on the pub
lic schools 61,339 white and 72,119 ec*|-
ored pupils ; making a total of 133,458.
There were 3,057 schools in operutluu
juid 3 249 teachers employed. The av
erage length of the session was three
and two-tblrds months. Full reports
of tbe school fund hsve out yet been
received ; but It is thought, from care
ful estimates, that It will be about
$420,000. Tbe Increased facilities for
