government was to enntft a constitu
tional amendment pledging the Slate
to a school tax of not less than two
millions on all the property of the
State. This was a liberal and wise
provision at the time It was passed.
Our State bad just been emancipated
from long year* of robber rule.. ; Our
bonds and other securities were a bye
word In open market. Our State credit
was at its lowest ebb, and our -people
almost exhausted by a ruthless system
of taxation which in its practical
result-* was nothing more nor less than
bare faced highway robbery. Under
these conditions a two will tax for
educational purposes was benlficent
and liberal. But four years of politcal
repose,bounteous harvests and com
mercial activity have brought'to our
doors a degree of prosperity hitherto
undreamed of. Our securities stand
high in the markets of the world, Ne-
tories are springing up all over the
State,anti^>ur agricultural resources
are t)"eiog developed under Improved
methods and with,a d^ree of energy
and success unprecedented. These
four years of political repose have us
a natural sequence to eight years of
political highway robbery and extrav
agance been a reactionary period. Tbe
blgbeat aim and In fact almost tbe only
aim of tbe average Legislator, has
naturally been economy and retrench
ment. Old leeks, not of our making
bad to be stopped, the credit of the
State taken from the mire, a system of
common schools maintained, tbs or
dinary expense of tbe government fully
