and rulers. It provides that in all elec
tions by the people the electors shall
vote by ballot, which is defined to be a
piece bf paper, or other suitable mate
rial, with the ua.:.o mitten upon it of

our constitution to mean, “a secret
mothod of voting by means of a piece
of paper upon which the nuo'c of the
person voted for is written.” The de
