Blackville, February 13, 1880 :
"The aUeutioh of the State has been
directed fur years put to the subject of
popular eduoatioa. The State has done,
aui ia now doing all it can to push for
ward this great work. Two bundled
thousand dollars aud upwards, are now
being levied by direct Tuaation out of

the people for this cause alone, and thi k
ia only about ooe-fbunh ot what ia ne-
to keep the schools open the
year round. The State can do no more,
the people cannot .land a heavier tax
for schcol purposes, than the two nulla
noe levied, in addition to all the other
expenses of tbe government, aod yet to
keep the schools ooen only for three
months, ia little better thau no school
at all Where, then, will you find the
remedy ? I say in the people them
selves. Lot the State furnish the basis
of education, as it is now doing, and
then let the pereuts of children who
should be educated, come forward aud
supplement the ariiou of the State by
contributing, out of their individual
means, sufficient to cdtrmaod the ser
vices of competent teacher* iu each
neighborhood for the whole scholastic
year. This is tbe first practical augges
lion I desire to make on this occasion.
Let every man ia each neighborhood
constitute himself a committee of one,
to go aroend among his neighbors, and
see hew much money he me raise to
add te the State appropriation, to ensure
an adeqaete salary te a first rate teacher
for the year. Where we have no money,
have “money's worts." There is scarcely
any family ia our country who could
not spare something from off their
fanaa, which would bo equally ns ac
ceptable to a teacher aa cash. Where
there is a will, there ia a way. “Every
mickle makes a morkle,” and if we atv
not willing to gather together our odds
and ends to secure the benefits of an
educatidfi to our children, then we are
poor iodeod. Why the money which
paid b at the door of every circus that
visits our county would ruu many
schools for maor month*. The same
way the ready money is obtained to are
"the elephant," it cm be raised to let
your children see the fight of the soul
which will lift them out of the depths of
ignonare, which leads to crime, and the
prieo you pay for them to bear the
dews will enable them to hear the yoke

Mr. Aldrich shoes the necessity of
tho corporation of parents with the
State in order to secure a school syateui
