Not one day p isiotwithout our witnessing its terrible ravages. To the ruin ii engenders, all alike bear witness. From tho army, from the navy, from great cities, from country villages, from the police, from guardians of the poor, from manufac turers, from merchants, from tradesmen, from all Urge employers of labour, from physicians, from judges, from the clorgy of every <!e lominution, and most ottcu aud most bitterly from thus workingmen themselves, come ponring in the ac cumulated testimonies—emphatic, heart rending, unmistakable, reiterated—to the prevalence, to the increase, to the deadlineas of this degrading sin. Do you who arc rich and respectable—you wlm, shut up in your stately houses or quiet hlines, know nothing of this, and there fore, nursing in some delicious stillness your dainty loves andslothfulsyinpnthies, hear it with indifference or impatience? If ytfu would know what drunkenness is, if you would learn what cause there is to lift up tho voice respecting it, leave your ease; do not be afraid for once to sicken your sensib lilies; do not be aftrsid to soil yonr robes. See women, or what hod once boon those gracious beings, shrieking, fighting, blaspheming, pawning the very shawls off their backs, and the very bed on which their chil dren lie. Watch the poor v ragged, emaciated drunkard—lost to health, lost to respectability, lost to shame—reeling from the counter where he has over and over again shamefully squandered wliat might havd kept himself and his family in eomfort and independence. Follow him, at least in imagination, to the chronic and squalid misery of that bare, foul room, which might have been a home. See his children fly from him terror-stricken, and huddled away out of sight in the corner, in street, any where. See his wife—but, the picture, though infinitely less than tho reality, is too horrible; and you may see this almost anywhere; you may see it almost nny day; and when you have seen it you will know at last why the hearts of thousands sink within them as they con* template tins standing shame, this clinging curse, this eating canker of our prosperity and of our life. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly and by the authority of the same: That It shall be, and it Is hereby, made tho duty of the School Commis sioner of Barnaell County to apply one half of the poll tax collected for the fiscal ytar of 1880, to the payment of the past due school claims which became due between Nor. let 1876, and Nov. 1st 1878, and one half of the poll tax <for each succeeding fiscal year, shall be used fdr the same pur pose until all of these claims ^ball have been paid.
