Aldrich, preskHty^ . mot on Mon day morning but oh accotAtf of the non attendance of jurofs adjourned until throe o'clock at which time Judge Aldrich addressed ths Grand Jury in the following charge. It gives me great pleasure to con gratulate you on the deoreaesof minor offences against the law. When I resumed my duties on the Bench in 1878,the Court of Sessions was so crowd, ed with cases including .every crime known to the criminal calender, that the civil business of the County was almost entirely shut, out. Very few civil cases could be tried, except at Chambers by consent. I am happy to say in thfe laet year, a marked im provement has been effected. Instead being of the whole time of the court employed in tho-trial of criminalcases i WeTiaVe generaTty, bees ablb- to dis pose of tho Beaslous docket by the middlerpf^h e first week, devoting the balance of the term to civil suits. It ie also pleasant to state that since Feb. 1878 but two white men have bean arraigned before mo for larceny and both ahowed signs of penitence by pleading gntly. While this is a matter of congratu lation. I cannot refrain from ex pressing profound sorrow that the Indictments for, murder have increased. I am informed by our.diligent Solicitor that four bills for murder will be giv- erAmt'this term. It is appalling to m^, how feokless men Bftve become of human life. How can it be accounted for? You do your ddty by finding "true bills" while the Petit Jury set infrequently returns verdicts of "not guilty” agulnet the weight ofevldence, thus, not only encouraging this crimej but building up a public opinion against lt|r punlehttkedt. The us& of mean whiskey and concealed weapons contributed more to this dlsregurdof human life tiian any other cause wltir which • I am acquainted. History teaches us that, all peoples in all ages of the world have been la the habit of using the Court a grateful “curtesy,” their wsyv. Tuottl soma slimulaur, B'e ll"fer- mented or alchoholic drinks, or some other lutoxicatliig agent Experience also teaches us that, while, perhaps, it is bettor to abbtain altogether, yet. the moderate use of ardent spirits does not injure the health or inflame the passions—This sad disregard ot law aud life grows out" of tue maddening effects of the poisonous concoctions dispensed iu dram shops and other places where liquor is sold. A mau with two or thie^ drinks of this vile stuff in his stomachy finds his brain confused, his passions arous ed and all the devilish Impulses of his nature striving for mastery, con science is dead, and on the slightest provocation, fancied or real, be whips bis band In his pocket, draws bis con cealed weapon and his friend and neighbor lies weltering In his blood. The dead man’s family are left to mourn, perhaps to suffer, while the living man,_ wboee conscience Is lorn by the agony of remose, brings disgrace to his name and too often leaves a helpless wife aud children un protected. Death under these circum stances is murder—unmitigated mur der. The only way to prevent Us repe tition ie to visit on the murderer the penalty of the law, to show to the community that the guardians of the public peace, the men selected to pre serve It and to punish crime, have the virtue, the mauhood and the courage to keep their oaths, “and a true ver dict give according to the evidence.*’ You gentlemen aud Abe town coun cils of the county can do much to cor rect this horrid evil—refuse to give licenses except to men of good charac ter whom you knowto k be law-abiding citizens, aud who will not put poison to the lips of their neighbors. The Legislature can do more ; drunken ness is no excuse for crime—let them make It prima facie evidence ot malice to kill with a concealed weapon. , - Tuesday—The Grand Jury brought in a true bills against William 8.
