Governor Smith to-night issued a pro
clamation to the people of the State
defining his views of tlic vitu..tion avid
his intentions as to the future. The
document: is ns follows: “To tho citi
zens of Maine; My attention lias been
caUc.d, to the repeated assembling of
nrniod bodies of men and military com-
panics ni the capital of the State caus
ing unnecessary excitement and dis
turbing the public peace, and I deem it
due to my fidlow-pitizciM to udVise them

without any just cause, and serves to
keep np excitement and divert attention
from the revolution!.ry proceedings by
which a party caucus undertook to organ
ize a State government. 1 have already
publicly declared, and n*w repeat, that
tho political party and friends with
whom I act have at no time contempla
ted a resirt to force to secure their
rights. No force bus been organized,
none has been called for, nor have wo
had any here at-any time. We »dy
upon the Constitution and the InNvs ol>

The State-House is at th* preaent time
filled with armed men. A Gatling gun
covers the entrance, and the Shite is sob-
ject to an expense of thousands of dol
lars daily for the purposes'of maintaining
this military ahuw. It is proper that
our people should consider these matters,
and whether or not they arc willing to’
countenance and suppotl each high han
ded outrages upon their libcralites. Are
they ready and wiliiug to yield tbeir
rights as freemen and become slaves to
forces which arc thus burdening then*
with taxation and undermining and
destroying their free institutions? 1

intelligent sentiment of oar citizens will
discountenance this military usurpation,

In these days of general alarm on the
•ubject of mod dogs, would it not be
wall for our town corporations to pass
an ordinance prohibiting the running at
large of these canine pest*. There are
more wot thioss curs perambulating the
streota, to the imminent peril of the legs
•f pedestrians, than the law should per
mit. A man has uo right to convert
the public highway iuto a promenade
fcr worthless dogs. If 1ft desires to
keep a dog and is willing to pay the tax
•n him, let him be confined to his own
premises. A few nights since Ivo young
men were attacked by a dog of the bull
species, and bad great difficulty in keep-
mg hinr from severely injuring them. It
was not until three shot* had been fired
into him and' mortally wounding him
biUithe relinquished hia intention. Let
die town marshal her instructed to kill
every dog found in the streets, and the
nuisance will soon be abated. Thfire is
neither reason nor common sense in
permitting the running at large of dogs,
which, if confined to the yards of their
ewners, vronld prove of some protection,
hut which, in the enjoyment of liberty,
are nothing but unmitigated nuisances.
Besides a tax of 81 would be a source of
revenue U the town, and soy man hav
ing a good deg would cheerfully pay it,
and the balance would then go where
they belong—to the manure heap where
they would be of some benefit.

Washington, January 20—Judge
Mackey is actively engaged In urging
the passage of Ibe bill to pension the
veterans of the Mexican war. The
bill hoe had two readings In the House,
end wilt come before tho committee of
the whole of the House on next Mon
day, and will certaiuly pass the Con
gress. The bMl restores te the pen
sion rolls, with all arrears of pay due,
tbe penetoDcra of the Mexican war
who were stricken from tho rolls for
alleged disloyalty, and pensions alt
survivors at the rate of eight dollars
per month from date of its passage.
It appears from the argument
| framed by Judge Mackey iu support
of the bill that the Palmetto Regiment
was mustered Into service on the 2Gth
of December, 1846, with 1.077 men, and
was mustered out in June, 1848, with
but 36tf survivors, and there are but
34 officers and men of that famous
regiment now living. It la also stated
that there are but 6,000 survivors of
the Mexican war who are entitled to
pensions under the bill out of an ag
gregate force of 75,000. Tho official
records from which Judge Mackey
cites at length show that the army
fought ten general battles and 98 en
gagement* in tbe course of two years
without the loss of a single stand of
colors, and that they entered the City
of Mexico, tho Palmetto Regiment
leading, with 6,500 men, and dictated
a peace within a walled city, the capi
tal of a foreign nation of 150,000 In
habitants. Tbe population of Mi xico
at that time was 8,000,000. We acquir
ed by our arms 1,006,000 square miles
of territory, in which are now embraced
California, Nov&da, Utah, Alisons,
Colorado, New Mexico, Wyoming, and
part of the Bute ot Nebraska. The
bureau of statistioe reports that from
tbe terrltoiy thus acquired 88,100,000,
000 in gold and silver have been taken
la the past thirty-two years. Tke

sklent of the Republic of Bolivia, bas
fled the country and another man
placed at the head'of the government,
and General Prado, President of Peru,
passed through New York a few daye
ago, en route for Europe. He said he
was going to Europe on Government
business, but as be tried to keep Ids
identity concealed, it is supposed he
was trying to escape his exasperated
countrymen. These Presidents wore
forced to See their country because
Bolivia and Peru, aided by another
State could not keep back the Chilians
Whom they bad intended to crush.

A roost outrageous piece of cruelty is
reported from George’s Station as
having occured last Saturday. It
appears that Wesiy Bummers, a negro
youth about eighteen years of ag*
committed suicled by shooting him
self with a pistol. Tha deceased was
married tho night previous against
the wishes of his father, John Sum
mer*. Esrly Saturday, morning tho
irate parent^IBtitVtuted a search for
his disobedient son, and suc
ceeded in Ending him about night
fall. He made him return to bis own
home, threatening him on the way
with every kind of punishment, and
even death. The young man was
beaten until almost senseless, and in
this condltloqjtilled himself to put an
end to bis sufferings. Trial Justloe
Reed held an inquest over tbe body,
and the jury decided that the deceased
bad oome to bis death by his
bands. The particulars given above
were not known, and it is probable
that his father John Summers, will be
arrested and the body of his son disin
terred for examination.
The end of the world is predicted
