a competent official, and not the official

has established immigration agencies in
England, Holland, Switzerland and
other foreign countries from which th«
pcojle arc in the habit ol moving. One
of tko principal duties of these agents
will be to secure reduce^ rates of trans
portation to those emigrants desi.ing to
move to North Carolina. This is one ol
the steps that will have to be taken by
every Southern State that expects to
compete with the West in getting Euro
pcan cmigrats.
