Mn. Speaker : In tho discharge ol
my duty as the successor of the late
Henry Hartzog, of the county of Barn
well, I shall endeavor to point out
Gtowfrtfnlfartd cbwractef which marked
his successful career both as a citizen
aud politician. *
Born in the county of Barnwell on
the banks of the Edisto, whose raoss-
Covered oaks Invite to quiet reflection
and mature thought, Mr. Hartzog ear
ly learned those lessons of prudence
and virtue which marked his future
successful career. Trained upbu his
father’s farm to habits of industry
and perseverance, he pursued his
chosen occupation with that self ro
hauce and decision which marked his
career through life. < Q.det and gen
tlemanly In his deportment, conscien
tious in his actions, considerate of the
feelings of others, he in early life
gathered around him a large circle of
frleude who appreciated and admired
him. Among those who knew him-
most intimately he ranked high In the
scale of rectitude and virtue.
luberitiog from his German ances
tors n strong mind trad a keen percep
tion, he gradually overcame the lack
of an early education, and in middle
life stood tbe^peer of his associates,
whose opportunities had been more
liberal.
Drawing from nature tboro lessons
so Important to his favorite occupa
tion, applying them as those only can
who profit by experience and obaerva-
tion, he stood among the foremost in
his calling.
• Scarce -had his success been com
plete, when the ruthless invader came
to his 4oor, and the accumulation of
years of toil ami industry were swept
aw y. Undismayed by diaaster, alive
to the struggles of those around bim.
cheering the despondent, teaching bjb
precept and example that prudence
and perseverance are the roads to suc-
oes-, he f ia a few short years thereaf
ter, stood among the leading planters
of bis native county. Liberal to the
needy, a peacemaker in his commu
nity, a conservative in his views, he
slee4a living testimony of the fruits
of industry, perseverance and kind
ness.
Having been trained in the school
of State sovereignty, as taught by
Jefferson and Calhoun, he was a Dem
ocrat in principle. Alive to the wrongs
aud sufferings of his native State,
he watched with anxious care
lor the time to arrive to free her from
the grasp of her despoliors and de-
famera. And when the Democratic
party called her sons into line none
responded more cheerfully than he.
Throwing himself into the political
contest of 187G, with that alacrity trad
zeal which marked him in his private
affairs, his energies knew no flagging
until the contest was won and the vic
tory complete. Among the numerous
throng who assembled at Midway to
ihwart the Republican wave in its on
ward coarse to ths seaboard, and by
one determined effort cbebked its pro-
gress and destroyed its forces, there
