' 'fhe' circumstances ottending this pur
chase are a» follows: F. J. Moses, Jr.,
negotiated With Burroughs for this land
in order to paint it off on the State.
The hnd is very poor and unproductive.
Before the sale to Moses, Governor Scott
had ascertained through Jillson, Senator
from Kershaw, and front Mr. Southron,
that the tract couldbebought for $6,000
or $7,000. Moses bought it and de
manded of the State $122,000 for 1>L
purchase. The Board approved of
this, with the exception of Cardoso.
The members who approved were Cham
berlain, Keagle, PnrW and Scott. Scott
is tbe most guilty in this transaction, as
he consented to pay $22,000 after being
advised by ill*. Southron of its real
value, but ho excuses himself by saying
that he scot both Major Adams atid Dr.
F.nsor to examine the land and they rc-
ral approved of it, three of them.” Cur-

What follows we shall give in Scott’s
own sworn testimony : “ I was one day
in Mr. Leslie's office, and in looking
over his papers and letters be handed
me a letter from Mr. Burroughs offering
fo sell the land ot three dollars per acre.’

a re-investigation of the matter,and suc
ceeded in getting $8,000 deducted, which
left the purchase at $14,000.’’ In other
-Words, the Chief Magistrate of South
Carolina, with his eyes open, tonsented
to see the State robbed of $7,000 in
this one transaction, the Attorney-Gene
ral approving of the swindle. Hear
again fieott’s own words : “ Even at that
price ($14,000), I felt that the Land
Commission had been infamously de
frauded.” Now it is in evidence that
Leslie refused to endorse the application
for the Burrough’s purchase bemuse he
and Moses were then at enmity ; the bur
den of guilt in this transaction, there
lore, must surely rest on Chamberlain

It is needless for us to go into the
details of the various purchases made by
fliis Land Commission. The details of
all are nearly identical. The conspira
tors, who wej*e. then combined to rob
the State, carried out thcii 1 plans with
out much regard to appearances. We
shall, therefore, restrict ourselves to two
more transactions, which will be amply
sufficient to show our pooplo how they
were plundered.

Tbe Wadsworth tract was a sand-hill
utterly worthless for fettieis, or, as Gov.
Soott said to Donaldson, “tr blue bird
could not live on a thousand acres of it
but the price of the Wadsworth tract was
Donaldson’s share. Scott, blustered
about the swindle. The Honorable

Donaldson, however, got bis share of
the plunder, and tbe Board got the bal
ance. Fox, in his testimony, says he
has never received s cent, as Donaldson

did “ the best hfc could,” poor fellow !

plea Chamberlain can exon'fate himself
from complicity iu the monstrous frauds
of the Inaud Commission. In our esti
mation he was the “ head and front of
the offending.’’ How can he explain,
consistently with innocence, the infa
mous purchase of la-slic, with the money
of the State, on that frcmornble night in
his own house at Columbia, so graphi
cally described by Baweu?
- How ridiculous on his part to endeavor
to cram the columns of the Northern
press with suggestions of political per
secution on the part of the South Caro*
lina Dcrttocrccy, or that the whole per
secution is got up for political effect, and
retaliatory on him for the purl he took
in bringing about the South Carolina
Railroad Receivership. This role is too
sidy. All that we have written is gath
ered from (be mouths of his own friends.
It is tbeir sworn testimony taken in the
spring of 1876 while the balycon days
of Radicalism yet existed, and power
and patronage dwelt in his right hand,
and his word was law; yea, when no dog
could bark at him.
In closing these articles, however, we
cannot overcome a presentiment that
this prosecutioti wifr end in nothing.
