By the Act of Assembly, approved
March 27, 1869, entitled “ An Act to.
provide for the appointment of a Land
Commissioner and to define hie powers
and duties,’’ the State Treasurer was au-
thorised to issue State ’bonds to the
amount of $200,000'to the Land Com'
mimioaer.'to he expended by the Com-
Buseioner in accordance with the provis-
ioae of the Act. These bonds were oot
keued to the Commissioner, but were
•eat through Parker to Khoopion, the
financial agent in New York, and after
wards hypothecated by him at the rate

these bonds were negotiated in New

had no proceeds. Mr. Parker had
them. I hml a book for the record of
deeds, but I had qo deeds, for Mr. Par-
ker made the payments and took the
deeds and held tbeln as bis vouchers for
bis payments. I really had but one
duty to perform, that was to keep up
the correspondence aud approve or dis
approve of the applications for sale.”

the action of the Advisory Board, which

Board. Who then were the acting
members of that Board? According to
the'teStimony of Governor Scott, he says
that he performed his duties in a manner
somewhat perfunctory, at one time retir
ing (November, 1869) lu a pet, again re«
turning to bluster about rascality, and at
lost yielding timidly to the current. Car
doso retired November, 1869, at the
tome time with Scott atd returned to
duty March 1st, 1870. on the withdrawal
of Leslie. These withdrawals left three
acting members, Chamberlain. Parker
and Neagle, and on them must rest the
burden of all the infamous transactions
which have given this Board an unen
viable notoriety. Chamberlain in his
testimony before the committee, already
referred to (p. 1,221), after alluding to
tho resignation of Scott and Carduzo.
says .* “ Well, I cKd not 'like ‘to remain
after they had withdrawn, but I felt and
said that I could not resign unless I re
signed as Attorney-General, because I
was ex-<$icio and by force of law a mem
ber of the Board, and that I must remain
and do the best I could.” This ’pretext
is altogether spfecious, inasmuch as every
member of the Board was so viriule officii,
and if Scott could resign without laying
down the Governorship £0 could Cham
berlain without abandoning the Attor-
ney-Generslehip, but he resnsinefi and
did the “ belt he could.” We shall see
as to that hereafter when we come to
examine into the details of some of the
most infamous transactions which have
ever disgraced the annals of this or any
