1. At the conventioo held at Barn
well Courthouse on the Gib Inst., it was
resolved that “it be submitted to the
vote of the democracy through the
clubs to decide whether nominations
for the party shall be made by conven
tion or pi Imary efecilops,” and ‘ that
the result of tho canvass by the sev
eral clube, under the above resolution,
bo forwarded to tho county chairman
us soon as may be practicable, and
that in tho event of The clubs selecting
the piimary election system that the
.county executive committee be charg
ed with arranging all tho details of
election and submit the same to the
next convention for confrrinatlon. It
wita also resrdved that the canvass of
theaystem bo determined on or before
the first Saturday in June. -■

1 The State Democratic Executive Com
mittee, impressed with the importance
of the system of Primary Elections ns
the best and iaireet method for selecting
candidates to be voted for in each county,
and as tending to unify and harmonize
the party throughout the State, recom
mend tho following general plan of
Conducting the same.
I. Aspirants for the position of can
didates should be announced individu
ally in any mode deemed proper by
themselves or their friends, but should
be placed distinctly before the Democratic
party on their own merits, and not ag
the candidate of any organized body of
Democrat.?.
II. Each aspirant for tne position of
candidate, when Ire afccepts the nomin
ation so made, shall immediately notify
tne County Chairman in writing of the
fact, aud in the same communication
state that he is a member of some local
club, and subscribe to the followiug
pledge : “I agree to abide by and pup-
post the nomination of the Democralie.
party, aud not to accept cither a nduii-
nation or an office from any other source
than the regularly constituted Democratic
organization.”
III. At least five days before the
primary election, the County Chairman
shall notify the Democratic clubs oi the
aspirants who have thus qua'ified them
selves for the position of candidate, and
votes cast for any other person or persons
dball not be counted.-
IV. ; On the day fixed for the primary
election, each local club shall hold an
election for candidates of the Democratic-
party, and report the result in writing
over tho signatures cf the managers to
the County Chairman. At this election
nohe-but members of tho local clubs
shall vote, aud each member, before be
ing allowed to vote, shall take ifto fol
lowing pledge; “I solemnly affirm that
I am a duly wnrolled member of this
Democratic club } Ahat J[ have not voted
at this election, and tliat I will abide by
aud sustaiu all nominations made by
the Democratic party, whether for Fed
eral, State or county officers.”
