ij Asher, at Blackville, was ehot by
one George Cain, a farmer near..Black*

lie and R. A. Sisson reading clerk of
the Senate: Cain came to Barnwell
on Tuesday morning and surrendered
to the Sheriff. Cain justifies the hom
icide, we understand, by alleging that
Welebaum was caught by him In the
ulgbt engaged in a liaison with the
Bister of the former, and that Weis-
haum opened fire on him first and that
he tb*n shot the latter, as he fled,
with a charge of buck shot from his
double-barrelled shot-gun.

subject of the reorganization of the

“ nominating conventions composed of

“ lections as would beet represent the
“ interests of the various communl-
“ ties, as well as the interests of the
“ whole.*’ The objection to the plan
proposed Is the same as that to our
system of county conventions. It is
not that it purports'‘to be a primary
election. The object is to secure to
the people direct representation. The
candidate should be the direct repre-
eentadve of the people and not the
representative chosen by a representa
tive. However satisfactory the plan
may have proved in Charleston, an
other county convention will not give
satisfaction here, or the writer Is
greatly mistaken. Experience, the
beet teacher, has proved that the plan
of conventions and Indirect representa
tion opens thedoor to the perpetration
of unlimited frauds upon the rights of
the people In the Interest of friends
and cliques, and encourages the forma
tion of combinations and rings to for
ward the interests of a choeen few by
Invading the constitutional rights of
the people to direct represectatlon.
There are numbers of voters who will
take nn stock In a nominating conven
tion and will therefore not be bound
by it^ nominations at all. It has been
said by one of your correspondents,
that the objection to the direct nomi
nation hy the respective clubs would
bn that the dubs would vote for their
own members, and the largest club be
able to elect ail the delegates. We can
not see but that the same objection
may be offered to the convention Bys
tem. The largest dub sends thegreat-
ef nutaber of delegates, and upon the
same principle these delf-gatee could
eject all . their own. candidates. By «
mass mee'lng at the county seat we
are relieved of these % lo©al Influences,
to a great extent, and we propose that
our leader, Gen. Hagood. return to his
own people In this, their*dire extrerat
ty. Let him call a mass meeting of
the people at Barnwell Court House,
and let all those who offer themselves
as candidates make it known through
the county papers In due rime. Each
voter with a list of the candidates may
be able to make his own selection.
This is one plan ; let those who object
speak out. at once and suggest a better.
Allendale Is very quiet. On Satur
day evening the even current was a
jlttle disturbed by several unsuccessful
attempts at a fight, and a runaway
scrape of Capt, J. Y. Calhoun’s horse
with his buggy. The Captain was
hauled in a wagon, hut we understand
his irjuries ate n t very serlbo*. Mr.

for the next, two years.
2. A county convention to consist of
delegates Iroru the local clubs will as
semble In'Barnwell on the first Mon
day in April, at 10‘£ a. m. for the pur
pose of electing a county chairman
and other officers to serve for the
next two years, as well as to take
•udh other action as may be deemed
proper for the good of the party. Bep-
resentatlOQ in the convention will be
one delegate for each club and one
additional delegate for every twenty-
five members. Fractions over twenty-
five members will not, be entitled to
representation.

bers each, viz.: A committee on reg

such other committees as to each club

should be frequent, after the opening

nated by the respective dubs and
elected by the county Convention, and
such other members as the convention
may add.
The Executive committee, when
elected, shall appoint its own offloers
and fill all vacancies which may arise
when the convention Is not in session.
The tenure of office of the executive
committee shaH be until the nett gen
eral campaign, unless sooner removed
or suspended by the county conven
tion.

tions shall be composed of delegates
elected by the several local clubs—one
delegate for every clubhand an add4-
tlonnl dHecate for every twenty-five
enrolled membera-with tbs right to
each county convention to enlarge or
diminish the representation according
to circumstances. This convention
shall be called together by the chair-
omn of the executive committee, un
der such rules as each county may
adopt, and when assembled, shall be
called to order by the chairman of the
executive committee, and shall pro
ceed to elect from among Its members
a president, one or more vice-presi
dents, a secretary and treasurer. The
convention shall proceed to business,
and when the same la transacted It
shall adjourn sine die.
Art. 0. The mode and manner of
nominating candidates for county offi
ces'or for delegatee to the State, Judi
cial and Congressional conventions
shall be regulated In each county by
the respective county conventions.
In this connection, the State Execu
tive Committee makes the following
recommendations:
Under article 1, where local clubs of
tire last campaign are In existence,
that they be reorganized, by the elec
tion of officers to serve the ensuing
*wo yeart, and as many additional
clubs formed as may be deemed es
sential to the success of the party.
Also, that the committee on registra
tion forthwith make a complete regis
tration of all voters,* classifying them
as white and black, Democrat and Re
publican.
Under article 4, that the county ex
ecutive committee consist of the coun
ty chairman and the presidents of the
local Clubs.
Coder article 8, that the county
chairman be ex officio chairman of the
county executive committee and of all
countv conventions.
Under article 6, that the system of
primary elections by ballot be adopted
as the mode of nomloatiBg candidates
for county officers and members of the
General Assembly. While the prin
ciple of primary elections should be
at once announced, It is the deeded
judgment 01 the State Executive Com
mittee that the bominations by pri
mary elections should not take place
until a later period in the campaign,
and in regard to wh'ch further recom
mendations will bs msde hereafter as
to the details for conducting the said
elections.
When the county conventions have
elected offleere, the new county chair
man will at once report to the secre
tary of the state executive committee
giving the names sod post office ad
dress of the officers chosen, together
with the names and post offices of the
presidents of the local dubs, and the
number and membership of the sev
eral clubs.
