all the others being out of step.
Something has happened in South
Carolina in the last 20 years. Our
people have constantly increased their
obligations until today this big-heart
ed little State is still struggling to
support a lot of institutions which it
eannot afford, which it doesn’t need
and which perform a service so small
that the taxpayers should not have
to bear the expense.
One I have in mind is the John De
la Howe school. This year it asks for
ninety thousand dollars, in addition
industrial schools, teformatories, etc.
Now, then, can these institutions care
for everybody? Obviously we need
the asylum and the penitentiary. The
asylum fills a place for those peculiar
ly afflicted without fault or stigma.
It probably has a great many more
inmates, however, than the State
should support and treat. The peni
tentiary, of course, is to protect us
against criminals. But can we un
dertake to do all the thousand and
one other things that the warm-heart
ed people tfave persuaded the State
to undertake?
By the way do you know what in
stitutions the State supports and the
cost of each to the State? Well, here’s
the list, as the treasurer is paying

Three years ago { wrote that agricul
tural crops should be insured and ar
gued for it. It sounded like an opium
dream. Well, some one has suggested
the idea to Mr. Roosevelt. Does he
pooh pooh it? Oh, No! His attitude
is “Well, let’s see about it.’’ Just so
he has been ready for new ideas in a
day when the old ideas had failed.

to accept new conditions, hut our

spenders until the last taxpayer is
huried so deep he will suffocate before
relief can come nigh his dwelling.
