A bill passed by the senate to ex«- tend 'he time for V&yment of 1932 property taxes to June 1 with a pen- aly of only two per cent will be be-, for the house this week. Under the present law the penalty would be 7 per cent commencing in March. By legislative action the time for purchase of 1933 automobile licenses ha ; been extended to February 25th. This was instituted in the senate with the opinion that that body would have disposed of the license reduction bilk* by that time. But if the same delaying is continued this week the senate might again a. k for .postponement. Another matter which might be brought up in both houses is a method of providing for installment payment cf delinquent taxes. This has already been discussed in the house and has many proponent* in both branches. During the past week the Farmers’ and Taxpayers’ league, through its president, Niels Christensen, reported to the senate by request a statement on Its finance*. Tht s had been asked upon motion cf C. F. Sloan, Green ville. Power companies and cotton mills, it was reported again, had made comparatively Mar'ge contributions. Mr. Christensen also reported that none of the league’s officers were paid salarie s but that two were given expen-es. We Aim to Please City Dry Cleaners Columbia, February 21.—The houot* of representative’s most troublesome question of the session, the general appropriation bill, is expected to be definitely disposed of today when the genera] assembly leconvenes at no n to begin its seventh week cf the session. From the house, the appropriation bill will be sent to the senate where, despite the fact that there has been talk that it would be accepted without change it will most likely follow the usual procedure. A few senators have indicated that it would he a “joke" to accept the house bi'l without change, believing that it will he impossible to operate the government for 18 m nths on the $9,209,000 already approved and believing too that it has been the policy of the house for the past several years of deliberately w-riting a low appropriation bill with the know-ledge that it would be increased by the upper house. Some senators believe that by not changing the house bill the responsi bility would rest entirely cn the house nnd the senate would no longer be held vp by house members as the "estr agant” body. But such action by the senate is wholly unlikely and the house bill will be referred to the senate finance committee, where it frill be revised. The senate is expect ed to increase appro prfatiofris but bow much is s matter of conjecture •ad as usual the final bill wili probab- MASTER’S SALE. Having finished this b:! 1 the house will turn its attention to other matters, perhaps the mo-t com pelling one being a bill to revise the system of financing the public schools. As to Licenses. The Senate will face, unless debate is again postponed, the question of whethei' to redike automobile licenses. It decided Fiiday against increasing the gasoline tax one coni in order t: take uij a proposed reduction of one- ha’f in the licenses. Pending before the upper house is fi house bill to reduce licenses- one-half without pro viding an additional revenue but the finance committee has recommended that licenses be reduced only one-third. Senator M. S. Ward, Georgetown, chairman of the committee, said Fri day that many committee members were not disposed to support the recommendation. These questions have been before the senate for three weeks. Also scheduled to be decided in the senate is a move to provide for arbi tration in real estate foreclosures. Three members, Taylor H. Stukes, of Clarendon; W. H. Nicholson, of Green wood, and Gecrge K. Laney, cf Ches terfield, sought Friday to amend a house bill so as to provide for the establishment of a State and county committee to decide w-hether efforts of mortfag^rs deserve a one-year suspension of foreclosure. Objections on technicalities were used in the sen ate which forced it to be carried over. Senator Stukes is expected to get it up fer consideration this week.
