Mr?. F. H. Robertson, of Black-
vilte, has written a very interesting
<Dacussion of present conditions, her
letter being published in The State
a few days ago. It? theme is that
teachers’ salaries may be cut 20 per
cent, without causing teachers any
more inconvenience than other people
are experiencing now. Her letter is
•as follows:
To th ( . Editor of The State:
Much intefe?t has been evinced in
jny letter which was published in The
State of February 17th. In it I ex
pressed the belief that “teachers’ sal
aries may be gut 20 per cent, without
causing teachers any more inconven
ience than other people are exper
iencing now.” I still say so.
I have received letters from various
■parts of the State—jitortli, south, east
and west. With only one exception
the?e writer a concurred in my opin
ion. They represent every type of
business in this State, including farm
ing. Th e theme of every letter was:
* 4 It isn’t that teachers are too highly
paid. It’s just that our State is in
such financial difficulty that we don’t
see any way out unless expenses are
greatly reduced and as the school
Appropriation is fl o high it seemte^the
only thing to do is cut teachers*’ sal
aries.” Some letters even pleaded
that I take it before the teachers’ as
sociation and beg teacher^ to help
solve the problem by expressing a
wilingness to teach for less.
The one exception to these letters
was from the superintendent of a
school in a textile town. He expressed
th e idea that his salary as a superin
tendent migh be too much but his
teachers were not paid too much. We
are not thinking altogether of what
teachers are worth but of what to
t do to help lessen the burden of high
taxes arTd hard times. I know what
a teachers’ service is worth, I know
just how hard a teacher has to work.
Eleven years in the cla?sroom taught
me. I also know the condition South
Carolina is in today, and I believe
■each should do his part to relieve the
situation.
to say a person may be paid go and so
when it has been proved by exper
ience that there isn’t enough income
to dq it. However, there is in-'South
Carolina school law, 1929 issue, sec
tion 2645, thig clause: “Provided, that
contracts Which boards of trustees
may make in excess of the funds ap
portioned to their districts shall be
void.” That seems to be the loop
hole when funds get short. But such
j? not goed business and it isn’t fair
to the teacher. So why not offer a
salary that will be faithfully and
promptly paid?
Last year the appropriation was
not met. What assurance have we
that peopl e are more to pay
taxe a now than lastvyear? It must be
hard for the general assembly to de
cide where to make reductions. But
if they will just limit South Carolina
t'o an $8,000,000 budget, make provision
for retiring the deficit of $5,000,000,
and not allow any more money to be
borrowed, then we will soon see the
light of prospeitity. ‘ Not the expen
sive prosperity of war days—nobody
wants that, but just reason in all
things. If ever a State needed level
heads we do now. I think we should
b e in prayer fer heavenly guidance.
