Some Population Figures.
At this time the politicians are supervisor.
All towns, we daresay, have the am
bition to show a steady increase in
population and that ambition is a
laudable one when the increase is
based on sound conditions. But the
1930 census is disclosing some inter
esting—we might say alarming fig
ures, and even though we may invite
the charge of “jealousy”—Barnwell
being among the towns of this State
which show a decrease in the past ten
years—we are going to discuss brief
ly the report made public last week by
J. C. 'Spann, of Allendale, census
represent THEIR views in the Gener
al Assembly or that they have, by
electing a candidate, endorsed bis
views on certain questions. (The bend
issue was not a factor in the campaign j
of 1928.) A representative should be
in accord with the views of a majority
of the electorate, or they in accord
with bis views, or be should resign.
If the colonel believes otherwise, then
he shrinks measumbly in stature in
the eyes of many people throughout
the State.

gained 235 in population, Silverton

of Rule 26 of the Democratic Party in
South Carolina, which is as follows:
“26. Candidates for the General
Assembly and for county offices shall

Committee: Provided, That the

general enrollment of all voters every

last general enrollment, or who are
not enrolled, shall be enrolled by the
secretary, or by the enrolment com
mittee. In case any properly enrolled
voter has changed his voting precinct,
he shall be entitled to be enrolled in
hi s new precinct under the following
rules, to-wit: Application for a cer
tificate of transfer shall be made in
writing to the secretary of the former
club, who shall certify in writing to
the secretary of the precinct club*
where such enrolled voter desires to
be enrolled, to the effect that such
voter was duly enrolled in his club,
giving date of enrollment, name, age,
occupation and address. At the time
he shall note in ink on the enrollment
book the transfer so made. Upon pre
sentation of the certificate of trans
fer to the secretary, the applicant v
shall be permitted to enroll in his new
voting precinct club, provided he is
in all other reespects qualified under
the rules of the patty.
“(b) In case of the death of any
voter, the secretary, or the enrolment
committee, under supervision of the
Cqunty Executive Committee, shall
have authority to strike* from
books of enrollment the name of
names of such deceased voter, giving^
the approximate date of death of
deceased.**
