agriculture also appears to be sub
ject to even deeper ills. They incl ide
rising costs, failure to retain old su
periority over competitors t impauv-
ment of the fertility of the land, ero
sion of the soil, inability to obtain a
return equivalent to that obtained jy
the city worker of no greater ability,
increasing severity of price fluctua
tions, increase in tenancy and nro-
gressive deterioration of the farm
population.
With that outline to show that “the
farm problem” is not jl straw man,
but a question of fundamental nation
al concern and of permanent import
ance to the American people, the com
mission makes its recommendations.

Business Men Find
Farm Illness Acute

Key to Permanent Remedy.
New York.—Dr. Business Man haa
diagnosis] the case of agriculture.
After a year of feeling the patient’s
pulse, the business men’s commis«ion
on agriculture has reported its find
ings with a summary prepared by the
chairman of the commission, Charles
Nagel, of St. Louis.
•
Agriculture was found to have been
suffering from a severe case* of post
war cramps, a malady .which time

declared. The remedy was found to
lie ih" the cooperation of agriculture
and business in attacking the prob-
lej at its source, removing irritating
causes and diligently applying cor-
rectives.''
Subject to Deeper 111.
■
After pointing out -the post-war re
adjustment caused by thos^ engaged
in agriculture to suffer seridttsjy in
their relative economic prosperity
comparison with ‘ those engaged in
other fields, the commission finds that
board to assist in the stabilization of
prices and production.
A comprehensive land utilization
policy.
A revision of State and local tax
systems.
Strengthening of the rural banking
systems and revision of freight rates
and extension of waterways.
Ip this program, designed to aid
agncultuna, the fatmer himself can
help by lowering his cost of produc
tion and forming cooperative associa
tions. ..
Makeshift legislation, based on
what the commission considers un
sound principles, such as the McNaiy-
Haugen bill, is rejected. Such legis
lation. designed artificially to increase
pricte, even if it worked, the comn-is-
sion felt, would offer no permanent
relief.
A ^Highly Significant Report.
The teport of the commission prob
ably will be regarded as highly sig
nificant. Here are some hard-boded
industrialists, who, after a year’s
study, come out and say everything
isn’t all light with agriculture and
many things are to be done. Although
rejectiijg McSlary-Haugenism, they go
ahead find recommend action which
would make the average chamber of
commerc? shiver.
