At least so we have noted along the
highways these Spring evenings.
Stats Senator George D. Kirkland,
of Allendale County, is "talking right
opt in masting” and telling the tax
payers of his county ■ thing or two
about the condition of the county’s
finances. Senator Kirkland is railing
a spade s spade and says that the
county has been spending from $20,000
to $26,000 a year more than it has
been collecting, with the result that
the taxpayers ire now faced with a
deficit of shout $136,000, which has
to be met with a bond issue. Spend
ing beyond one's income is as bad for
a county or a State as It (a for an

collection of all taxes—both due and
past doe. So impartial and certain in
Ha operation was that machinery sup
posed to be that H gave rise to the
Wtaf »S» MJKath .**L taxes.".
Our present form of government
provides for treasurers to whom taxes
are to be paid when due. The law
fixes a time limit upon their payment
and when that limit expires the treas
urers are supposed to issue "execu
tions." It then devolves upon the
sheriffs of the' various counties to
force payment by levy and sale, if
necessary. That, it seems to us, should
take care of the situation in an ade
quate way. If treasurers and sheriff*
in any particular counties are, orhace
been, derelict in the performance of
their duty they should be forced to
carry' out the provisions of the law
or be removed from office.
And another thing, ha our friend
Andy Gump is wont to say, what as-
surane* have w# that a special tax
Collector, at a salary of several thous
and dollars a year, doubtless, would
be any more efficient in the colleclton
of taxes than the present duly elect
ed officers of >the people? How ar«
we to know that there would be a
more impartial enforcement of the
tax laws than we have n-w?
Somehow we got the mistaken im-
press^Qiv that the present legislature
was elected on a platform of economy.
From it* performance to date, how
ever, it wculd seem that it is about'
like its predecessors, whose idea of
economy was apparently that of mak
ing two office* grow where only one
grew before, instead of weeding from
the garden of State the many usele**
incumbrances that chitter up the land
scape at considerable cost to the
taxpayers.
We may be entirely wrong about
this matter of special tax collectors,
but our judgment at this writing is
that it i* just another useless expense.

A Worthwhile Saving.
It has bcon estimated that the re
duction of two cents a gallon in the
price rf gasoline, announced last
week by thiee large oil compa.ni"*
and which i* attributed to the passage
of more stringent anti-trust law*,
will mean a saving of $1,750,000 a
year to the motcrist* of the State, or
the equivalent of four mills in the
tax levy. Inasmuch as the total re
duction since the agitation was fi>st
started by The Pdop\e-Sferitlrjel in
Jaunary amounts to four cents a gal
lon, the saving will be $3,500,000 a
year, or the equivalent of eight mills
in the tax levy.
Without in any manner detracting
from the splendid achievement of
Representative J. E. Harley, of Barn- j
well, who introduced the amendments
to the anti-trust law* and also launch
ed a legislative investigation, we be
lieve that The People-Sentinel is en
