Things You Should Know
The McNary-Haugen farm relief bill
was passed Thursday by the house in
exactly the form approved by the
senate. The vote was 214 to 178, a
margin of 36 votes.
It now goes directly toi President
Coolidge with congressional opinion
divided over whether he will veto the
measure or permit it to become a law.
The bill proposes creation of a fed
eral farm board with power to levy an
equalization fee on six basic agricul
tural commodities for the purpose of
controlling surpluses.
By passing the measure, the house
in les than 12 months reversed its
poition, having by a vote of 212 to
167 last spring rejected a bill embody
ing the same general provisions. Two
years ago it also voted down a bill oy
the same name with similar provis
ions.
The senate, by passing the bill, 47
to 3P, last week also reversed its posi
tion. having rejected the equalisation
fee plan Ust year.
Commodities Affected
* Inclusion of tobacco and rice and
* the elimination of cattle as basic
farm commodities was credited gener
ally for the incraase in strength mus
tered by the bill. The basic commo
dities in the measure, as it goes to
the president, are: same, wheat, cor:»,
cut ton, tobacco and rice.
The house took up the bill Thurs-
day with UtUe expectation of a final
vote before Friday. By (r iding a
majoiity oh the floor at all times,
however, the McNary-Haugen suppor
ters kept legislative machinery pro
ceeding at a rapid |M»ce ami rejected
• me after another the more than 100
amendments offered by opponents.

At the outset of Thursday i session
his bill had been rejected, 160 to 141,
and then the Curtis-Crisp farm meas
ure was turned down, 177 to 156. With
out record votes two other substitutei
were defeated, on a farm debenture

plan sponsored by Representative
Jones (Democrat) of Texas; the other,
offered by Representative Hill (Re
publican) of Maryland, was the Cur-
tis-Aswell national commodity meas
ure rejected last year.
Disposing of these attempted sub
stitutes, Chairman Haugen of the
agriculture committee piessed his
bill toward a vote. No dinner recess
was taken although Representative
Tilson,. the Republican leader, pro
posed adjournment. His motion was
defeated, 1U8 to 170, and reading
the bill for amendmentg continued in
to the night.
Intent of Measure.
The measure, framed jointly by
Chairman Haugen ctf the house com
mittee and Chairman McNary of the
senate agriculture committee, is de
signed to promote orderly marketing
of basic crops by the control and dis
position of surpluses-.
It would set up a federal farm
!>oard of 12 members, to be selected by
the president from a list of 36 names
supplied by farm organizations. When
ever it appeared a surplus existed in
any of the basic crops, the board
might declare an “operating period,”
buy' in a nop until its surplus had
disappeared and feed the surplus into
world markets.
The measure provides Dor a $250,-
' 4KX),Q0Q revolving fund for the board’s

I. Christian Freedom (yv._ 13-15).
1. It Is not an occasion to the
“flesh” (v. 13).
Liberty Is not license. The notion
that when one U free from the law,
that be Is free from constraint. Is
wickedly erroneous. License of the
flesh means not merely the Indulgence
of the flesh In actual material sins,
but In the expression of a self-cen
tered life in biting and devouring one
another (v. 15).
2. By love serving one another
(V. 13).
Freedom from the Mosaic law
means slavery to the law of love.
The emerging from bondage through
Christ Is the passing Into a sphere of
life in which all the powers should act
under’ the dominion of the true mo

comes the fulfillment of the law.
II. Walking In the Spirit (vv.
16-18).
This discloses the secret of how a
life of sen Ice to another can be Uved.
The governing principle In the life
of a believer is the Holy Spirit Walk
ing in the Spirit results In:
1. Loving service to others.
2. Victory over the fleeh (vv. 16, 17).
By the fU h is meant the corrupt
nature of man expressing Itself in the
realm of sense and self. The renewed
man is two men between which is go
ing on a mortal conflict. The Chris
tian must choose* between good and
evil. When he chooses the evil, the
Holy Spirit opposes, and when he
chooses the good the flesh opposes.
Notwithstanding this deadly conflict,
victory is sure.
III. The Worka of th« Flash (vv.
19-21).
By works of the flesh Ip meant the
o|*eratiou of the carnal nature. The
one who choose* to live according to
the Impulse and desires of his nat
ural heart will be practicing the fol
lowing sins:
1. Sensuality (v. 19).
2. Irreilgion (v. 20).
These act* take place In the realm
of the spirit and are: *
(1) Idolatry, which means the wor-

(2) Witchcraft or sorcery. This
means all dealing with the occult
3. Sins of temper (vv. 20, 21).
These take place in the sphere of
the mind and are:
(1) Hatred. (2) Variance, which
means strife and contention. (3)
Emulations, Jealousy. (4) Wrath,
bursts of passion. (5) Seditions, fac
tions in the state. (6) Heresies, fac
tions In the church. (7) Hnvylngs.
(8) Murders.
4. Sins of excess (v. 21).
(1) Drunkenness. This means in
dulgence in intoxicating liquors.
(2) Bevelings, acts of dissipation
under the Influence of Intoxicants.
Those who practice such sins shall be
excluded from the kingdom of-God.
IV. The Fruit of th* Spirit (vv.
22-24).
This Indicates action in the realm
qf life. The product of the Holy
Spirit Indwelling the believer.
(1.) Love to God and man. (2)
Joy, glad-henrtedness because of what
God has done. (3) Peace with* God
and fellowman. (4) Long-suffering,
taking Insult and Injury without mur
muring. (5) Gentleness, kindness to
others. (6) Goodness, doing* good to
others. (7) Faith, believes God and
commits all to Him. (8) Meekness,
submission to God. (9) Temperance,
self-control in all things. Against
such there is no law.

pose a group of people, a school, a
club, a political gathering, or the like,
