One section of the South Carofina press Is more or loss eloquently silent regarding the vigorous campaign be ing waged by the soft-drink manufac turers jw> control the legislature of South Carolina. > Another^ but smaller element, atirred by public-criticism of thia attempted control, is giving the manufacturers' campaign comfort and support It seems to us thpt should the situ ation be studied, the policies analysed, and the principal involved followed to its logical conclusion, no journal be lieving in democratic government, and pledged to support rule of, for, and by the people,' could' derive - much comfort, in this crisis, either fftmt silence or from ope nadvocacy of the manufacturers' policies. For 'those policies are at war with democratic government. The "Confidential” bulletin publish ed in The State yesterday, addressed to the “bottlers of South- Garo 1 ina,” and signed by the president of the as sociation, W. G. Jackson, who is secre tary and manager of the Spartanburg Coca-Cola Bottling company, contain ed these Drders: "MANAGERS, keep right behind your assistants; ASSISTANTS (bot tlers, druggists and others), give every possible phase ?f cooperation and see that there is no let up any^ where along the line. Keep your rural dealers active and through them en list* the support of the rural voters, the great bulk of whom are losing money by the soft drink tax; make them understand that they are pay ing it, thereby benefiting the large property oweners and the tax evaders.” Have such orders to work and vote explicit and peremptory, ever before been issued to men in South Carolina? What a furor there was in the South years ago when it developed that certain great manufacturers, special beneficiaries of the high protective tariff, had notified their employees to vote the Republican lic^t! What is the difference in principle between thnt polity and this policy? Another peremptory command from President Jackson: "Are you checking up on candidates for the senate and house? Make* them say where they stand and get behind those you know to be our friends." Mark those orders. Candidates for membership in the South Cardin* legislature are to be MADE to say where they stand; they ire to be made to do so not by the voters, but are to be forced to declare themselves by representatives of the manufacturers of Coca-Cola and other soft drinks, who hold over their backs the threat ening lash of opposition, wielded by a powerful, state-permeating organiza tion working for the deliberate pur pose of controlling the legislature for its sole and selfish ends. Can that latter assertion be honest ly questioned? It can not, since the sole qualification required of a candi date to receive the support of this or- ganixatioo it that he be against the apft drink tax. He may be mentally and morally unfit; he may be wholly incapable of giving the people proper advice in the legislature, but the. orders from headquarters—or at least the headquarters in South Carolina— are to "GET BEHIND THOSE YOU KNOW TO BE OUR FRIENDS.” Additional orders were to see that “all our peopip enroll for the pri maries''; and, if from sickness or otherwise, any of them are unable to go to the clnb rolls, “Try to have the books taken them—but get them on.” How much actual cash will be spent in this campaign to control the South Carolina legislature in the interest of soft drink manufacturers we can not say. It may be much or little. But we do not believe the WORK outlined to be performed by these many agen cies controlled or influenced by the soft drjnk manufacturers, could be performed in the Interest of any can didate or candidates who had to pay for them, for less than one hundred thousand dollars. That estimate we regard as conservative.' „ Wa ask fair-minded people who may be opposed to the soft drink tax, but who a the same time believe m popular government and a free ballot, if they can condone such methods? Do not they see here the destruction of such government? How may the unorganised VStei's of tke State hope to prevail against the immense re sources of such «n organisation?
