Another candidate who is ?°
* familiar to the voters of Barpwell
County is John G. Richards, of Liber
ty Hill, at present a member of the
railroad commission. He has made
previous campaigns for gubernatorial
honors and has many friends through
out the State. Declaring that he has
been working for South Carolina when
his competitors were quiet, he says
that they are now trying to crowd
him off his platform. He is strongly
for education, reviewing his record in
the legislature along that line. He
also declared that the number of
commissions can be reduced without
in any way impairing the efficiency of
the government, and cited President
Coolidge’s record of economy as a way
in which millions can be saved. He
thinks that the tax commission is un
necessary and is also opposed to the
highway department as it is now con
stituted. He spoke against a consti
tutional convention, declaring that it
hi unnecessary, but favors an amend
ment giving the legislature the power
to classify property and place all of
the wealth of South Carolina on the
tax books.' He declared that revalua
tion means increased valuation.
Sheppard and Butler.
The crowd dwindled rapidly after
the concluaion of the speeches of the
gubernatorial candidates and a com
paratively small number remained to
hear the appeals of the other aspi
rants. James 0. Sheppard, of Edge
field," and Thos B. Butler, of Gaff
ney, arp . running for lieutenant-
overnor r.nd as each declared that

The meeting was closed * with

was appointed to the office after the
death of the late V,. Harris.

Richard Roe was found dead in

Barnwell shall have the option of
either of the folowing propositions:
1st. We will furnish power for
operation of water works system
on the following basis: 4 cents per
K. W. for first 2000. 3^4 cents per
K. W. for next 2000 and 3 cents
per K. W. for all over 4000. ♦.
Or
2nd. We will pump all water
used into the elevated tank using
the town’s equipment for 6 cents
per thousand gallons. *
Or
3rd. We will operate the water
system for the city furnishing the
town free all water used for sewer
age system and all fire hydrant ser
vice and furnish water consumers on
a scale of rates ten per cent less
than present oyster rates now
charged, with the understanding
that in case the town so desires,
we wilf turn - thr water system
back to the town at any time on
six months’ notice.
We guarantee to keep and main
tain the pumps in proper condi-

the present town equipment ^and
any additional equipment that the
town may from tinjg to time see
fit to install to furnish at all times
